History:
(
Incredible Hulk II#265 (fb) - BTS) - Bureau of Indian Affairs policeman Jeremiah Windracer was known to local Native American hero Red Wolf.windracer-jeremiah-bia-jeep

Jeremiah discovered and pursued Trigger and at least two other anglo (white-skinned non-Indian) drug dealers who were trying to get the youths of the Mohawk Indian Reservation addicted to some white powder (presumably cocaine, but possibly heroin or something else).

(Incredible Hulk II#265) - As the drug dealers shot at Windracer, the rough terrain helped prevent them from hitting him, and he pursued them as swiftly as he could, knowing that if they escaped the reservation, they would escape his jurisdiction; similarly, as he was the only one in his jeep, he feared if he stopped to return fire that they would escape.

However, at the edge of the Indian lands, Red Wolf and Lobo leapt off of a ridge above and briefly landed in the drug dealers' car before leaping to safety as the panicking driver flipped the vehicle (or maybe Red Wolf actually impacted the driver and caused the wreck). Jeremiah swiftly arrived at the scene of the crime and exited his jeep.

Noting the white powder strewn across the road and that it was the evidence to be used against them, Red Wolf advised Jeremiah to arrest the men who would have used the drug to poison their people.

Further discussion was interrupted by a distress call from Rick Jones, reporting an emergency and calling for the Avengers. Having previously encountered the Avengers, Red Wolf told Jeremiah that he had need of his jeep. Jeremiah told him to take it with his gratitude, and that he would walk these "anglo scum" back to the stockade. He asked where Red Wolf was going, and Red Wolf told him that he was answering a call for help and that he had once been proud to call himself an Avenger.

Thanks to Loki for suggesting Jeremiah Windracer to represent Red Wolf for the event.

Before I started collecting the Hulk a few issues later, I was reading the Hulk comics around 258-271 at my orthodontist's office.
