History:
(Kent Blake I#2) - On January 15, 1951, Trotter's National Board colleague Herbert Maxwell was assigned to determine the guilt of several spies who had recently been arrested by secret service agent Kent Blake. Playing on his long friendship with Maxwell, Trotter claimed he shared his love for America and hate for communism, but in reality Trotter was a communist agent. Trotter secretly injected Maxwell with a drug that made him more pliant and willing to accept whatever Trotter told him to. At the public hearing about the spies, Maxwell claimed the spies were "true and loyal Americans." Trotter pretended to be offended and slapped Maxwell in the face, denouncing him as a traitor.
Two days later, Maxwell was sent to a meeting sponsored by the Comrades of America in which he delivered a speech that Trotter had made for him in which Maxwell spoke against "Wall Street money-grabbers and the war-mongers in Washington!" At a meeting of the National Board, Trotter denounced Maxwell to the entire board, claiming Maxwell had been leaking papers and information. Trotter claimed he would soon be pressing formal charges against Maxwell.
As Trotter continued to inject Maxwell with drugs, Kent Blake spotted him leaving Maxwell's house. Knowing that Trotter and Maxwell were at odds with each other, Blake met with Trotter and asked him if he had seen Maxwell recently. Trotter lied and claimed he hadn't seen him since the National Board meeting. Knowing Trotter had lied to him, Blake staked out Maxwell's house and secretly observed Trotter as he drugged Maxwell, feeding Maxwell lines to condemn himself as having stolen National Board papers.
Blake trailed Trotter to learn who he was working with but Ivan, one of Trotter's communist allies, spotted Blake and knocked him out as he passed an alley. Trotter ordered Ivan and his allies to bring Blake to his home. While Trotter and his men met in an adjacent room, Blake revived and emptied all of Trotter's hypodermic needles, filling them with water. Trotter injected Blake with one of the needles and Blake pretended to be under his influence to help him discredit Maxwell.
On February 7, 1951, Blake testified at a hearing on Maxwell's conduct but on the stand he revealed Trotter was a communist agent and his allies were already being arrested by the secret service. Trotter attempted to flee the hearing room so Blake fired his handgun at him, aiming for his left shoulder. Trotter fell forward on the ground and two of the hypodermic needles in his chest pocket were driven into his heart by the fall, killing him instantly.

Ivan was a communist agent active in the United States. He and his gang were discovered and broken up by Kent Blake but Christopher Trotter of the National Board schemed to protect Ivan by drugging National Board chairman Herbert Maxwell to claim Ivan and his comrades were "good and loyal Americans." Ivan was released and later noticed Blake trailing Trotter. Ivan wanted to kill Blake but Trotter intended to use Blake to help further implicate Maxwell as a pro-communist traitor. However, Blake removed the drugs from Trotter's hypodermic needles and contacted the secret service, who sent agents to arrest Ivan and his men.

Herbert Maxwell was the chairman of the National Board. He was an old friend of Christopher Trotter and thought he shared his pro-American anti-communist views. When Maxwell was assigned to determine the guilt of Ivan and other spies captured by secret service Kent Blake, Trotter injected Maxwell with drugs that made him compliant so he would repeat whatever Trotter ordered him to say. Maxwell claimed the spies were innocent and soon after spoke at a pro-communist rally held by the Comrades of America. Trotter attempted to further destroy Maxwell's credibility by claiming to the National Board that Maxwell had been leaking papers and information from their offices. Trotter prepared Maxwell to perform a "confession" of his activities but Kent Blake discovered Maxwell was being drugged and ultimately exposed Trotter. Trotter died by accident and Maxwell remained as chairman of the National Board.
