Butch

Butch was a student at Westcliff High School and served on the school's football team. Butch was somewhat more stout than the other Tough Kids. After winning the state championship, the five top players of the football team dubbed themselves "the Tough Kid Squad." Butch aided his fellow Tough Kids against Dr. Klutch and his hoodlums.

Tom Danger

As an infant, Tom was injected by his father with a serum that increased his body's development. After being orphaned in infancy, Tom was kidnapped and raised by the Fox, who trained him to become a criminal. Due to his father's serum, Tom's body adapted to excel at the tasks the Fox gave him and his physical strength was particularly high for a boy his age. Tom eventually grew tired of being the Fox's lackey and at age 14, he beat up the Fox and set out on his own. He decided to rob the home of Professor Moxon but Moxon saw him and mistook him for his twin brother Wally. When Wally came home, Moxon realized Tom was the missing twin and introduced them to each other, demonstrating how they had matching moles on their right hands. Tom quickly accepted Wally as his brother and was soon enrolled with him at Westcliff High School by Professor Moxon. Tom served as left halfback on the Westcliff football team and after winning the state championship (thanks in a large part to Tom scoring the majority of touchdowns), the five top players dubbed themselves "the Tough Kid Squad." When Dr. Klutch came after Tom for the serum, he used a sample of Tom's blood to enhance his own physical strength. Tom fought Dr. Klutch but, as Dr. Klutch was a grown man, he outmatched Tom. Wally saved Tom by throwing chemicals at Dr. Klutch that knocked him out.

Tom had higher than average strength. Tom was excellent at picking locks.

Wally Danger

As an infant, Wally was injected by his father with a serum that increased his body's development. Wally was raised by the scientist Professor Moxon, who was interested in adopting only one of the two orphaned twin brothers because he was interested in seeing how each of the twins would develop under separate environments. Moxon raised Wally to have a terrific understanding of scientific principles yet Wally took no particular interest in becoming a scientist himself. Due to the serum's effects, Wally's intelligence grew at a faster speed than other boys his age. When Wally turned 14, his brother Tom happened to rob Moxon's home and was mistaken for Wally. When Wally came home, Moxon realized Tom was the missing twin and introduced them to each other, demonstrating how they had matching moles on their right hands. Wally quickly accepted Tom as his brother and was soon enrolled with him at Westcliff High School by Professor Moxon. Wally served as quarterback on the Westcliff football team and after winning the state championship, the five top players dubbed themselves "the Tough Kid Squad." When Dr. Klutch came after Wally and Tom for their father's serum, Dr. Klutch used a sample of Wally's blood to enhance his servant Komba. Wally and the other Tough Kids fought Dr. Klutch and Wally defeated him by throwing a vial of chemicals into his face.

Wally had higher than average intelligence. Wally proved able to use his willpower to stare down the simple-minded minion Komba.

Derrick Dawes

Derrick Dawes was the star fullback at Westcliff High School and had a reputation as the school bully. Derrick tried to pick on Tom and Wally Danger but Tom easily bested him in a fight. After this, he was impressed with Tom and Wally and vouched for them to Coach Locke to join their football team. After winning the state championship, the five top players of the football team dubbed themselves "the Tough Kid Squad." Derrick aided his fellow Tough Kids against Dr. Klutch and his hoodlums.

Eagle

Eagle was a Native American student at Westcliff High School who served on the football team as right halfback. He was somewhat shorter than the other Tough Kids and wore a headband decorated with a feather. After winning the state championship, the five top players of the football team dubbed themselves "the Tough Kid Squad." Eagle aided his fellow Tough Kids against Dr. Klutch and his hoodlums. Eagle brought the police to arrest Dr. Klutch and his gang.

Eagle demonstrated improvisational skills at hunting, as when he caught a rabbit as food for his fellow Tough Kids.

He was shown using a bow and arrows on the first splash page but not in the story proper.

Dr. Danger

Dr. Danger was the father of Tom and Wally Danger. Dr. Danger designed a serum which could cause high degrees of development along any line of training when injected into a human's bloodstream. Dr. Danger refused to share the serum with his associate Dr. Klutch but instead injected it into his twin sons. Incensed at being denied access to the serum, Dr. Klutch killed Dr. Danger by diverting his vehicle into a neighborhood where two rival gangs were having a gang war. One of the gangsters accidentally hurled a grenade at Dr. Danger's car, killing him and his wife. Dr. Klutch stole Dr. Danger's papers to find his notes on the serum but discovered it had not been written down.

Doctor Klutch

Dr. Klutch was the man who killed Dr. Danger, father of Tom and Wally Danger. Dr. Klutch had been an assistant to Dr. Danger and witnessed the development of Dr. Danger's serum to increase development. Dr. Klutch wanted the serum for himself but Dr. Danger believed he might misuse its power. Angered, Dr. Klutch arranged Dr. Danger's death by directing him to drive his car through a neighborhood in which two gangs were engaged in a gang war. A grenade killed Dr. Danger and his wife but when Dr. Klutch searched Dr. Danger's notes, he found the serum had not been written down. However, an entry in Dr. Danger's diary revealed he had shared the serum with his twin sons. When the sons turned up together on the Westcliff High School football team and, with their friends, dubbed themselves the Tough Kid Squad, Dr. Klutch pursued the Tough Kids, captured and brought them to his laboratory. From analyzing the Danger twins, Dr. Klutch identified the serum existed in their blood and took blood from Wally to isolate the serum. He exposed his servant Komba to the serum, rendering him stronger but also turning Komba against him. Dr. Klutch shot Komba and, combined with fright from seeing a black cat, Komba died. Dr. Klutch then recaptured the Tough Kids and took a blood sample from Tom, granting himself higher than average strength. Dr. Klutch fought Tom and proved to have superior strength due to his age but Wally threw a vial of chemicals into Klutch's face that knocked him out. The police arrested Dr. Klutch.

After obtaining the serum from the Danger twins, Dr. Klutch had higher than average strength.

The Fox

The Fox (Wong Chee) was the criminal who raised Tom Danger as his son. The Fox happened by the orphanage where the infant Tom was being cared for and decided to kidnap and bring him up as a criminal. As Tom grew, the Fox taught him all he knew about crime but Tom was rebellious and in his early teens would quarrel with the Fox, finally giving up crime after being reunited with his brother Wally.

Komba

Komba was Dr. Klutch's strongest assistant and he carried a large mace. He had no tongue and could not speak. Dr. Klutch employed Komba to help guard the Tough Kid Squad at his laboratory. When Komba fought Wally Danger, Wally was able to repel him by staring Komba down. Having a brutish, animal-like mind, Komba could not stand Wally's forceful gaze and withdrew from the fight. Dr. Klutch tested out Wally's blood on Komba and it successfully made him stronger and smarter but with an increased intelligence, Komba no longer trusted Dr. Klutch and turned against him. Dr. Klutch shot him with a pistol. While fighting the Tough Kids, Komba was frightened by a black cat that Eagle held in front of him. From the combination of blood loss and shock, Komba expired.

After receiving the serum, Komba's strength and intelligence both increased.

Coach Locke

Coach Locke was the football coach at Westcliff High School. Coach Locke helped train the boys of the Tough Kid Squad to their victories on the gridiron.

Professor Moxon

Professor Moxon was the scientist who raised Wally Danger. After Wally and Tom were orphaned by their parents' deaths, Moxon selected Wally to adopt and raise like a son, intentionally leaving Tom at the orphanage because, as a scientist, he was curious to see how twins raised in different environments would turn out. In Wally's early teens, his brother Tom happened to reappear, having been raised as a criminal by the Fox. By comparing their matching moles, Moxon positively identified Tom as the missing brother. Moxon then enrolled both boys at Westcliff High School.
