History:
(Avengers VIII#20 (fb) - BTS) - Ruatli was abducted by the robotic Meridian Diadem into the pocket dimension existing within herself and biologically altered to be dependent on the biome within the dimension. When Ruatli refused to serve Meridian Diadem, she had him locked in a prison cell alongside others like himself. When the Earth-based heroic Avengers defeated and imprisoned Meridian Diadem, her orders within her pocket dimension fell silent and a prison uprising occurred, during which Ruatli was freed and a war broke out between the former prisoners and Meridian Diadem's Loyalists. Two years later, Ruatli, desperate for food, convinced the reluctant Harno to venture into the Loyalist territory of Zone Fourteen-Green, as the Loyalists controlled the food dispensers in that area. Together, they stole food.

(Avengers VIII#20) - Running through Zone Fourteen-Green with arms full of food, Harno reminded Ruatli that he had warned against going into Loyalist territory. Ruatli replied back by commenting on how the Loyalists controlled the food dispensers and that he was either going to have to steal food or eat Harno himself. Ruatli then surpassed Harno as Loyalist soldiers pursued, remarking that it had been two years since the uprising saw him freed from a cell and that he'd rather be in a stew pot himself than being taken back to a cell. Harno joked to Ruatli that it could be arranged before he stumbled, falling and injuring his leg. Ruatli stopped to help Harno but Harno ordered Ruatli to run before the Loyalists caught him but the Black Panther came to their aid, battling the Loyalists as Ruatli tended to Harno. Following the Black Panther's defeat of the pursuing Loyalists, Ruatli and Harno sat by a fire to eat and Ruatli recounted how he had been abducted by Meridian Diadem and the two years of fighting between the former prisoners and the Loyalists. When the Black Panther noted that it had only been months since Meridian Diadem had been captured by the Avengers, Ruatli noted that time moved more quickly within Meridian Diadem's pocket dimension, possibly so that she could convert abductees into her Loyalists more quickly. As Ruatli ate, Harno related how the former prisoners outnumbered the Loyalists and could've transformed the dimension into a place everyone could live but they instead splintered into the various free gangs, all fighting for dominance. The trio then trekked back to a safe zone while Harno continued explaining the prisoners' story to the Black Panther, relating how Meridian Diadem had Ruatli and the other prisoners altered to be dependent on the dimension's biome. When the Black Panther inspiringly suggested they find a way to make the dimension their proper home, Ruatli questioned how to do such a thing, as the former prisoners were scavengers not warriors and the Black Panther was merely one man. The Black Panther replied by claiming he had been trained from birth for such a task and suggesting Ruatli allow him to prove himself.

Later, after the Black Panther defeated the Ward Three Gang's leader and added the gang members to his newly-formed Panther Gang, he returned to Ruatli and Harno, where Harno asked why the Panther didn't simply bring the Avengers into the pocket dimension to take down the Loyalists. Ruatli and Harno then listened as the Black Panther explained that taking down the Loyalists would not solve the issue of the fractured gang in-fighting and how the gangs needed to come together under one spear. Agreeing to join the Panther Gang, Ruatli and Harno later again ventured into Zone Fourteen-Green, where they drew a group of Loyalists into a trap set by the Panther Gang, during which some of the Loyalists were killed while others fled in fear of the Panther Gang.

(Avengers VIII#34 (fb)) - Ruatli and Harno continued to join the Black Panther and the rest of the Panther Gang in strikes against the Loyalists as the Panther further shaped the free gangs into an army led by himself.

(Avengers VIII#27 (fb) - BTS) - At some point in the ensuing months of battle, Ruatli injured his right eye and took to wearing an eye patch.

(Avengers VIII#27) - After the last statue of Meridian Diadem was toppled within her pocket dimension, Ruatli congratulated the Black Panther on his victory overthrowing the Loyalists. The Panther corrected Ruatli, noting that the victory belonged to all of the former prisoners moreso than himself. Pausing for a moment, Ruatli then remarked that the end of the fighting meant that the Black Panther would be leaving the dimension and the Panther confirmed that, remarking that his intention was always to leave once he had aided the prisoners there. The Panther then commented that, now that the free gangs ruled the dimension, they could make the dimension a proper home and that he had already signaled the Avengers for extraction back to Earth. Shaking hands with the Black Panther, Ruatli asked if the Panther would even recognize his world after months away but the Panther replied that, as an Avenger, the one constant he could always expect was trouble.

In their first appearance, Ruatli and Harno's names are mistakenly swapped in their first two panels, with Ruatli being called Harno and vice versa. By the sixth panel of that same page, however, the names are corrected and each are being referred to properly. Which person is which is further confirmed when Ruatli shows back up in Avengers VIII#27 without Harno.

It was never 100% clear whether Ruatli and Harno were extraterrestrial but that seems the most likely explanation. Harno and Ruatli mention being abducted by Meredian Diadem, confirming that they were not born into Meridian Diadem's pocket dimension but rather, transported there. I don't believe we've seen examples of Meridian Diadem being able to traverse dimensions or realities so it doesn't seem likely that Ruatli would be from another dimension or reality and he's definitely not human. Therefore, to reiterate, it seems the most likely explanation is that Ruatli was an extraterrestrial abducted by Meridian Diadem.

CLARIFICATIONS:
Ruatli
should be distinguished from:

Harno

Harno was another prisoner of Meridian Diadem's who befriended Ruatli. Two years after the prisoner uprising within Meridian Diadem's pocket dimension, the reluctant Harno was convinced by Ruatli to venture into Zone Fourteen-Green for food and the two stole food, only to be pursued by a group of Loyalists. During their escape, Harno stumbled and injured his leg, telling Ruatli to continue without him, but the two were rescued by the Black Panther. After Harno and Ruatli related their history within the pocket dimension, the Panther decided to aid them in taking the dimension for the free gangs there. The two were somewhat skeptical but when the Panther returned with the recruited Ward Three Gang, Harno and Ruatli joined the newly-dubbed Panther Gang and they both aided the Black Panther in subsequent strikes against the Loyalists.

Loyalists

The Loyalists were humanoids abducted by Meridian Diadem into her pocket dimension that swore loyalty to her in exchange for being given guard and trustee positions instead of prison time. After Meridian Diadem was defeated by the Avengers and her orders stopped being given in her pocket dimension, her former prisoners staged an uprising and fought back against the Loyalists for their freedom. However, the free gangs ultimately began fighting one another for dominance, allowing the Loyalists to gain control of needed food dispensers and basic living needs. The free gangs occasionally staged attacks on the Loyalists in an effort to steal food and when one group of Loyalists went after Harno and Ruatli, they were defeated by the Black Panther. The Panther then began organizing the free gangs into an army and they began strikes against the Loyalists, ultimately bringing down all remnants of Meridian Diadem's ruling class.
