Powers/Abilities/Functions: Sufficiently powered -- such as by the likes of the energies of multiple versions of the Asgardian hammer Mjolnir -- the Radical Time Stabilizer could allegedly merge all divergent realities into a single timestream.
History:
(Thor I#439 (fb) - BTS) - Zarrko the Tomorrow Man sought to harness the
energies of multiple
versions of Mjolnir (the uru hammer wielded by Thor) to power his
Radical Time Stabilizer, merging all divergent realities into a single
timesteam of which he would be the master.
(Thor I#438 - BTS) - Zarrko sent his Servitor to 2591 A.D. of Earth-8710
to recruit Dargo
Ktor, the Thor of that time period/reality, telling him that in the
modern age of the true Thor, Mjolnir had been stolen by the criminal
Eric Masterson. Zarrko further lied, telling Zarrko of a time virus
that could allow Masterson to form a relationship with an alien, which
would alter the timestream and prevent Dargo's timeline from coming
about.
Believing Zarrko, Dargo allowed him to transport him to the modern time period, where he observed the Masterson Thor battling the alien Stellaris, and he attacked Masterson with a lightning bolt. Dargo and Stellaris both charged Masterson.
(Thor I#439) - Zarrko showed his Servitor his Radical Time Stabilizer and
explained his plot. The Servitor warned that if the Time
Variance Authority
ever suspected that he had completed his work on this forbidden
device...but Zarrko interrupted, insisting that those bureaucratic
buffoons could not stop him, nor could the Council
of Cross-Time Kangs.
(Thor I#439 - BTS) - After some back and forth, Stellaris lost
interest in the battle between the two Thors and departed. Eventually
the two Thors struck their hammers together at full force. While
Zarrko's Radical Time Stabilizer absorbed enough energy to operate at
peak efficiency, the energies of the collision caused Stormbreaker, the
hammer of Beta Ray Bill to reverberate. Sensing that he was needed on
Earth, Bill traveled there and convinced them to end their conflict.
The three heroes flew to confront Zarrko, who departed
that time period in his Time Cube. Bill convinced Masterson to
help Dargo locate Zarrko and return to his own, and an informal team
was founded.
(Thor I#440) - Zarrko stood in front of the Radical Time Stabilizer,
exalting in his plans to use it to make himself the master of time.
(Thor I#440 - BTS) - When the Thor Corps located and broke into Zarrko's
time cube in a misty limbo realm, Zarrko summoned a number of their foes
from various time periods, finally summoning Loki to face them.
(Thor I#441) - Loki assaulted the Thor Corp but also punished Zarrko
for trying to order him about. As the Servitor attacked Dargo, Zarrko was
pleased to find that it was not damaged by the Servitor's rampage.
(Thor I#441 - BTS) - Loki easily overpowered Masterson and Bill. Eventually, Masterson had Loki read his mind to see how Thor slew him in the relative future for Loki.
Loki confronted Zarrko and demanded he show him the the exact
moment that Thor would destroy him so he could defend against it. However,
as Zarrko's
Radical Time Stabilizer entered its critical phase, he told Loki he was
done taking his orders and informed him that within instants, he would
become the undisputed master of time.
Loki furiously shoved Zarrko out of the way, and
Zarrko smashed into the control panel, causing an accidental shift in
the stabilizer's polarity and beginning a chain reaction, which swiftly
led to an explosion,
refused to
aid him. Loki pushed Zarrko aside so he could check for himself,
knocking him into the control panel, causing an accidental shift in the
Stabilizer's polarity and beginning a chain reaction. The resultant
explosion blew a hole in the Time Cube, and both Zarrko and this past
incarnation of Loki were pulled out of it, caught in the backlash of a
temporal cyclone and sucked into the timestream.
Finding the Time Cube's controls to be similar to
Skuttlebutt's, Bill sent Dargo back first, and he and Masterson were
returned to their own times and places shortly thereafter, escaping just
before the time cube broke apart.

Sure, Mjolnir is a powerful weapon, but all it took was Dargo and Eric Masterson fighting for a few minutes and then smashing their two versions of Mjolnir together to generate enough power to alter the entire Multiverse into a single reality? I don't buy it for a second. However, the device was destroyed before Zarrko could even use it, so I guess we'll never know.
I think Zarrko was using other technology in his
time cube to summon all of the foes from different time periods, rather
than theRadical Time Stabilizer. He's done the same thing without any
reference to the Radical Time Stabilizer in other appearances.
