Powers/Abilities: Quint was a large and powerfully built man, who was presumably very strong, and skilled in multiple forms of armed and unarmed combat.

As a Navy SEAL, he would be highly-trained in unconventional warfare, direct action and special reconnaissance, as well as additional tasks including sabotage, demolition, intelligence gathering and hydrographic reconnaissance, training and advising friendly militaries or other forces.

He was briefly empowered, which charged him with energies that likely further enhanced his strength and durability and apparently allowed him to discharge explosive energy, although he had limited control of and was ultimately overwhelmed by these energies.

(Takio#1 (fb) - BTS) - A Navy SEAL, Quint was employed as an enforcer by Bradley Borgnine, the CEO of Globosurge.

(Takio graphic novel - BTS / Takio#1 (fb) - BTS) - After Dr. Rothchild inadvertently empowered the young sisters Taki and Olivia McGill, Borgnine (who had fired Rothchild, but had renewed interest in him) sent agents to capture these girls.

(Takio graphic novel (fb) - BTS) - Quint joined the other agents in the next mission to capture Taki McGill, and they observed as Rothchild's daughter, Kelly Sue McGill demonstrated super-powers as well.

(Takio graphic novel) - Quint approached Taki, telling her that they just wanted to check her and her sister out to make sure they were OK. When Taki warned him to leave her and her sister alone, Quint advised her that they were ready for her this time.

Taki threatened to call the police, but Quint told her that they knew who they were and where they lived, that they were trained professionals, that they were all aimed at them, and that if she tried any of that stuff on them that they had orders to take her out. quint-11320-full-prof

    Quint then instructed her that the police were on their way and that they would take her away from her mom once they found out what she was.

    Further discussion was interrupted when Olivia arrived and blasted Quint and his men back, after which combined blasts from Kelly Sue, Taki and Olivia further stunned them. Taki and Olivia subsequently fled.

    Quint was later present as Dr. Rothchild told Kelly Sue that she held the key to the future within her.

(Takio#1) - Quint volunteered (or just accepted Borgnine's instruction) to be the first recipient of a serum Dr. Rothchild made from Kelly Sue's blood.

    Stripping off his shirt, Quint was strapped to a table, and when Rothchild asked if he was ready, he urged him to do it.

    After receiving the shot, Quint initially continued to note that he didn't feel anything even as his hear rate increased until his eyes began glowing and then explosively discharged energy.

(Takio#2 (fb) - BTS) - The explosion knocked out most of those observing the event, after which Quint angrily grabbed Rothchild by the neck and held him up in the air.

(Takio#2) - As energy continued to discharge from his body, Quint demanded that Rothchild fix him, -- ignoring Rothchild's telling him that he couldn't breathe and telling him to let him go so that he could help him -- shouting that he had not told him that he would become something like this.

    The revived Kelly Sue told Quint to put her father down, and when he mockingly asked if she was joking, she blasted him with energy, knocking him back into a wall and causing him to drop her father.

    As Kelly Sue tried to help her father up and depart with him, her father passed out, after which Quint charged her, deriding her as just a kid.

    When she blasted him, Quint shrugged it off and then, asking him she was a girl scout and noting that he was a Navy SEAL, he either punched or blasted her back, knocking her out of a building and into the air.

    Quint then turned back toward the revived Dr. Rothchild, intending to punish him, but instead Quint cried out, began to discharge energy from his hands, mouth and eyes, screamed in agony and then collapsed.


(Takio#2 - BTS) - After Dr. Rothchild confirmed that Quint was still alive, Borgnine chastised Rothchild for his incompetence.

    Rothchild angrily argued that Quint was his choice, that he had done as Borgnine wanted and that Quint had attacked him and his daughter.

    Borgnine reminded him that the deal was that Borgnine would leave his daughter and her friends alone in return for something he could use, but that he hadn't gotten anything in return.

The newspaper article in the graphic novel reveals the story to be taking place in Portland. There are 14 states in the US with a Portland, but the additional notation of Beaverton on that page, I think that confirms it to be Oregon.

I used the Wikipedia entry on Navy SEALs to describe his level of training, but I don't have the knowledge to confirm or deny any of the information.
