History:
(Dazzler I#41 (fb)) - Hoping to unleash the full psychic powers of the
human mind, Jack and Claudine Goddard, a husband and wife team of
government scientists tested experimental drugs on addicts, criminals
and the homeless, but while some developed powers many others died. Word
of these deaths leaked, prompting the government to hastily shut the
project down to avoid bad press. The two scientists fled, taking their
files and secrets with them. Having experimented on themselves as well,
the pair developed psi abilities, taking the aliases Dust and Silence,
but they also learned they were dying from side effects of their own
drugs. They staved off death using their powers, in Dust's case by
transferring his mind from one stolen body to the next, a constant race
against his powers causing each body to eventually crumble to powder.
Believing they needed more experiments to figure out a cure, but unable
to procure more of the drug they had used, the discovered that the
children of their surviving test subjects carried the potential for
powers.
Setting up a base in Colorado, Camp Silence,
ostensibly a community for disaffected youths. Silence used her
telepathic abilities to gradually draw the children of their original
subjects there, but while they confirmed that the right combination of
ultraviolet rays could awaken the children's powers, it also killed
them.

- the portly Chunk, lanky and mohawked Stomper and female Mama -
were three of these children, members of a thrill-seeking biker gang.
Yet to be drawn in by Silence, some
twenty-five years after the initial experiments they chanced
to attend a publicity event held at LAX Airport in Los Angeles where the
singer Dazzler, recently outed as a mutant, demonstrated her powers by
transducing the roar from six 747 passenger jets into light. On the
fringe of the crowd, far from the full strength of the light generated,
the Outriders nevertheless had their powers awakened. And crucially, it
also cleansed them of the negative side effects of the drugs.

- The three became telekinetics, especially powerful when they worked in
concert, as well as gaining the ability to "read" people to some extent.
(Dazzler I#41 (fb)) - Shortly after this Silence's psychic web
reeled the trio in to Camp Silence. Discovering what Dazzler had
unwittingly achieved, Dust and Silence decided they needed to bring
Dazzler to Camp Silence, ideally by winning her over rather than overtly
coercing her, so that she would be more likely to co-operate with their
experiments. To this end the pair hired bounty hunter O.Z. Chase under
false pretenses and unaware of who his true employers were, and informed
him that Dazzler was a dangerous criminal needing to be brought in. The
plan was for the Outriders, posing as fellow mutants, to come to
Dazzler's rescue and so win her trust.

- Having confirmed that Chase had Dazzler, the Outriders were sent in to
retrieve her. As they neared the vicinity where their quarry was
expected to be the trio split up to improve their chances of spotting
them, and soon after Mama spotted Chase, minus Dazzler, at a roadside
diner. Radioing the others, the trio confronted Chase demanding he
handed over Dazzler, claiming they had come to free her. Chase
truthfully told them that she was no longer with him, but the Outriders
thought he was lying and they tried to threaten Chase, which earned
Stomper a knee in the crotch and Chunk a beer to the face. As Mama
lunged forward holding a wrench, Chase pulled his shotgun and warned her
off, but the Outriders telekinetically yanked the end up to the ceiling,
and then pulled the diner's telephone off the wall when waitress Eula
tried to call the sheriff. The Outriders then began beating Chase up,
throwing him threw the diner window and whipping him with chains while
demanding he informed them of where he had hidden Dazzler.
At that moment however they were interrupted by
Dazzler herself. Having been teleported away from Chase earlier by the
cosmic entity the Beyonder in his quest to understand love and
satisfaction, she had just been returned unaware that the Beyonder was
now hiding within her in energy form, hoping to experience satisfaction
through her. The Outriders tried to go with the plan and present
themselves as saviors, offering to take her somewhere safe as soon as
they finished "convincing" Chase to leave her alone, but Dazzler had
been willingly accompanying Chase, hoping to clear up whatever
misunderstanding had caused him to be sent after her, so instead she
blasted the Outriders with her light powers, stunning them. Within
Dazzler the Beyonder felt his host's satisfaction at defeating the
Outriders, and unconsciously sought to keep it going by slowly and
constantly increasing the power of both sides.
As Dazzler checked on Chase, the bikers
recovered (thanks to the Beyonder), angry that she was "going along with
the system" and feeling more powerful than ever before. They attacked,
shattering a water main beneath Dazzler's feet, but when Stomper tried
to then grab their target, she blasted him in the eyes, her powers also
growing. The other two Outriders then lifted Dazzler into the air and
spun her around, trying to make her black out, so she used a laser to
cut down the diner's sign, crashing down to narrowly miss the bikers and
disrupting their concentration. Dropped to the ground, Dazzler struggled
to get back on her feet, and Chase was thrown through the bar's door
when he tried to hit Stomper. Dazzler collapsed and the Outriders
gathered around her thinking they had won, but the Beyonder emerged from
her body, upset at experiencing her frustration and pain instead of the
desired satisfaction. Panicking at the Beyonder's sudden appearance, the
Outriders tried to hit him with a truck but the Beyonder casually
destroyed it.
The Outriders hastily mounted their bikes,
intending to attack from different sides simultaneously, but the
Beyonder violently blasted Chunk to the ground before he could even
start his machine. The trio got a momentary reprieve thanks to Dazzler
stopping Beyonder and asking him not to hurt them more than necessary,
and the Outriders used this respite to blow up the pumps at the nearby
gas station and hurl the resulting fireballs at Dazzler and Beyonder.
Working together Dazzler and Beyonder harmlessly deflect these, but then
the Outriders emerged from the smoke by the gas station, now merged with
one another and their bikes to become a nightmarish cyborg gestalt. The
Beyonder began hastily suggesting strategies to avoid their power blasts
and fight back, but the Outriders' transformation had made Dazzler
realize that it was Beyonder himself escalating the situation, and
turned to walk away. Without her trying to resist her foes, there was no
longer any satisfaction for the Beyonder to experience, and he too
finally realized what he had been doing and withdrew his power boost
from the Outriders, turning them back to human, lying unconscious next
to their bikes.
The locals who had witnessed the battle
confronted Dazzler and Beyonder in a belligerent mood over the
destruction, so Beyonder restored everything. While everyone else was
distracted by this, the Outriders woke, mounted their bikes and beat a
hasty retreat. Chase noticed their hasty departure, but the Beyonder
reassured him and Dazzler that their powers were drained, leaving them
once more just normal bikers.

I#41 (fb) - BTS) - Chunk and Mama fled for parts unknown, but
Stomper returned to Camp Silence to inform his masters of their
failure and beg forgiveness.

- Dust berated Stomper for the Outriders reverting to being "road-riding
animals" the moment they hit a complication, thus alienating Dazzler and
even managing to burn out their powers. Viewing the biker as having no
further use to him, Dust possessed the unfortunate man's body,
effectively killing him (see comments). Shortly thereafter Dust moved on
to yet another body, leaving behind Stomper's skeletal remains.

The versions of the characters depicted on the cover looked fairly different from the ones seen inside the issue.
It's not made clear whether the people whose
bodies Dust occupies have their own minds wiped out instantly, or find
themselves suddenly in the dying body Dust has just departed, or remain
alive but helpless at the back of the mind until Dust moves on having
destroyed their body; regardless, it's only a question of exactly when
and where the victim's mind is when they die, so Stomper was a goner
regardless of the exact details.

Stomper's nickname
seemed to originate from his liking to kick opponents,
especially when they were already down. Unlike his fellow
Outriders he made the mistake of returning to Camp Silence after
failing his mission, resulting in him becoming the annoyed
Dusk's next host body, and later having his remains left in a
motel room, where they were discovered by O.Z. Chase.
