History:
(Black Panther II#1) - After it appeared that the Panther
God
had abandoned T'Challa while at the same time the deity appeared to
manifest in the nation of Azania, inspiring an uprising against the
nation's minority-white rule, Ndebele met with other councilors of
Wakanda to consider their support of T'Challa. When T'Challa delivered
an address where he condemned the deaths of white officials in Azania,
Ndebele called T'Challa a traitor and suggested that the Panther God
had deserted him because it couldn't "stomach traitors." Another
councilor, Moise Bomvana, was angered at his words and called Ndebele a
traitor. To prove himself, T'Challa underwent the Ordeal of the White
Apes and succeeded but Ndebele discovered Bomvana had been secretly
using a device to sap the strength from the white apes. In light of
this, Ndebele ordered T'Challa to lay down his rulership of Wakanda
until a tribunal could decide on his rulership.
(Black Panther II#2) - Ndebele attended a meeting of councilors as they continued to debate a response to Azania. When T'Challa attended and attempted to speak, Mendinao reminded him that he had no voice in the council. T'Challa faced T'Swana in ceremonial combat to determine his legitimacy but before the fight could be settled, Azania's own superhuman forces, the Supremacists, burst into the council chamber. The Black Panther bested the Supremacists, proving himself worthy of his costume, but the council remained distant from him.
(Black Panther II#3) - When T'Challa left Wakanda for Paris, France, Ndebele and other councilors questioned Moise Bomvana about his communications with T'Challa but Moise refused to tell them anything. Ndebele left the council meeting thinking Moise and others like him hated his adherence to "the old ways." Seeing that the automatic defense system had been activated with a security lock enabled that only T'Challa could have activated, Ndebele checked the computer and learned Azania was preparing an atomic strike against Wakanda. Ndebele confronted Moise, wondering why T'Challa hadn't confided what he knew about this attack to the council. They then saw a televised address by T'Challa on Azanian television where he seemed at first to be against the uprising in Azania but ultimately declared the people of Azania should never stop fighting the nation's injustice.
(Black Panther II#4) - Ndebele attended a celebration after T'Challa had thwarted Azania's nuclear attack on Wakanda.
