History:
(
Millie the Model#152/2 (fb) - BTS) - In his younger years Mr. Rich had been a great fan of actress Veronica Lake's movies. Later in life he became a successful businessman who sold women's bathing suits (see comments). Looking for someone to model for his new bathing suit ads, he checked out the Curtis Modeling Agency in San Francisco. At first he was unsure whether they would be the right people to handle his account, but then he saw the teenage model Dee Dee Collins, who was sporting a peek-a-boo hairstyle that reminded Mr. Rich of his old crush. Unaware Dee Dee had only chosen the look to cover a black eye she had given herself by bumping into a door, Mr. Rich signed the agency up on the condition they use Dee Dee to sell his swimsuits.

(Millie the Model#152/2) - As Dee Dee posed for photographs while wearing Mr. Rich's outfits, the businessman watched on, practically gushing with excitement. He informed agency owner Cary Curtis that he now knew for certain he'd chosen the correct company to handle his account, complimented Dee Dee on bringing back Veronica Lake's old look with a modern touch, and added to Cary that he was his client for life so long as Dee Dee modeled all his bathing suit ads.

The story doesn't make it clear whether Mr. Rich is a fashion designer who designs bathing suits, a businessman who manufactures them, or a businessman who sells them. However, wearing a suit and tie doesn't convey fashion designer to me, and I'd imagine that a clothing manufacturer would leave advertising to the public to the sales side of things, so I think the last option is most likely.
