History:

kept a low profile, staying out of the news.
(Punisher War Journal I#65 (fb) - BTS) - Machette had some previous experience with Ermin.

apparently paid corrupt police officer Rudger to kill a number of people.
(Punisher War Journal I#66 (fb) - BTS) - Mr. Machette instructed Willy to transport his money and drugs (cocaine).
(Punisher War Journal I#66 (fb) - BTS) - Willy hired his brother, Eddie, to carry Machette's merchandise.

War Journal I#65 - BTS) - Ermin called Mr. Machette, telling him that
he had his stuff in some apartment in East New York and that he would
get it to him as soon as he could. Machette apparently expressed some
concern that Ermin might screw him over, but Ermin assured him that he
would not. However, upon leaving the apartment, Ermin realized he was
in the middle of a cordoned section where police where trying to take
down the Punisher. He asked Machette not to be mad at him, but it might
be longer than he had thought.
After a number of close calls, Ermin called
Machette again, asking him to help him, as there were cops everywhere.
Machette apparently asked Ermin if he could see a certain building and
get there, and Ermin assured him that he still had the stuff and would
get there. As Ermin arrived, the Punisher shot down a helicopter, and
Ermin fell into the snow where he was confronted by corrupt police
officer Rudger.
The two men recognized each other, and Ermin
showed the contents of the briefcase, assuring Rudger that Machette
would pay him handsomely to get him out, more than he made on those
hits the previous summer. Rudger instead shot and killed Ermin,
planning to keep the money for himself, but the Punisher -- having
observed this -- shot and killed Rudger as well.
(Punisher War Journal I#66 (fb) - BTS) - Willy
became hard to find, but Machette's men found them and brought them to
him.
(Punisher War Journal I#66) - As his men delivered Willy, Machette noted that he had had feared he would run off. Willy swore that he didn't have anything to do with what had happened, but Machette silenced him, nothing that they were beyond words. Reviewing the progression of events, Machette grabbed a pair of machetes, gave one to Willy and told him to defend himself. Knocking the machete out of Willy's hand with a single blow, Machette told him he was too slow and -- as he swung his blade into him -- that he had no defense.
Machette then told his men to clean up the mess and then hit the streets, as he wanted his money, his merchandise and whoever had them: "Bring him here. I'll chop his head from his shoulders and put it where everyone can see! And everyone will know that no one crosses Machette!"
(Punisher War Journal I#67 - BTS / Punisher War
Journal I#68 (fb) - BTS) - Machette's men picked up a V.I.G.I.L. radio
transmission that they tracked to the Punisher.
(Punisher War Journal I#68 - BTS) - After Spider-Man had subdued the Punisher (who had been accused of killing a police officer), Machette's agents, posing as V.I.G.I.L. agents, took custody of the Punisher and then brought him back to Machette's base. However, the Punisher outwitted a pair of guards and escaped his cell.
(Punisher War Journal I#68) - Having expected the Punisher to escape
and kill the guards, which he did not, when his assistant Boone came to
report this, Machette stated that he would now have to kill the guards
himself. He continued that the Punisher had his money and cost him his
drugs, which was more death than mere blood could pay for. Shattering a
skull candle with his blade, Machette vowed that he wanted the Punisher
shattered and forced to reveal where his money was. He continued that
he would dangle a chance in front of the Punisher before pulling it
away repeatedly until he cracked. Planning to take the Punisher a body
part at a time, Machette noted that the Punisher was now just
entertainment and that he would get his money's worth.
(Punisher War Journal I#69) - As Machette had taken the bullets out
of his men's guns, the Punisher escaped Machette's house, but was
cornered on the edge of cliff, stunned by a tranquilizer dart and
knocked out by Machette himself. 
After his men awakened the Punisher, Machette confronted him and put on a show, having Boone and Zafiro bring in one of the guards who had let the Punisher escape, giving him a machete and a chance to go free, but swiftly slaying him instead.
Machette then offered the handcuffed Punisher the
same challenge, but the Punisher refused to pick up the other machete,
insisting that he didn't need it. Blocking Machette's initial strike
with his handcuff chains, Castle head butted Machette, and then when
Machette reared back to swing at him again, Castle punched him in the
lower abdomen (if not lower). Machette caught Castle superficially
across the chest, but then Castle swung back and elbowed Boone in the
neck and then grabbed one of the other men's guns. Enraged at this,
Machette threw his weapon at Castle, who spun Boone into it and then
shot Machette repeatedly. With Machette on the ground, Castle picked up
the blade and finished him off and then took out his men.
(Punisher War Journal I#69 - BTS) - Castle departed Machette's estate, wearing his glasses and wielding his weapon.

With his name spelled with two "T"s, I have to
wonder if his last name was actually Machette, and perhaps that
inspired him become proficient with the machete. Or not...
