Interested in eugenics, he and biologist Wilfred Nagel were sent by the newly elected Adolf Hitler to the United States of America meet with privately-funded American eugenicists to introduce their revolutionary medical techniques, giving rise what would eventually become part of (see comments) both countries' rival Super Soldier projects. Koch and Nagel's version started as a joint US-German business venture rather than being run by either government. However, when war broke out, the project was split into two. (Truth: Red, White and Black#3 (fb) - BTS) - In June 1942 British intelligence reported to the Americans that Doctor Koch had his super soldier operation in full swing.

(Truth: Red, White and Black#4) - In July 1942 the surviving test subjects of Nagel's project were dropped behind German lines and in the Black Forest they intercepted medical supplies from Koch Pharmazeutik that were intended for Schwarzebitte. A few months later, in October 1942, the now sole survivor of Koch's experiments, Isaiah Bradley, was parachuted into Germany with orders to destroy Koch's project.

   Colonel Price in Truth#7 makes it sound like Koch and Reinstein's visit to the USA created Project Super Soldier in both the USA and Germany. This might have held true when the events of Truth as originally intended were going to be set in their own independent alternate version of the Marvel Universe, but once it was decided to have Truth merged into the main Marvel Universe, Earth-616, it had to accommodate all the other info we have on the Project. The problem is that multiple writers over the decades have added new layers of backstory, usually without taking into account (and likely not even being aware of) other versions that give apparently contradictory info. That's why Truth's Reinstein had to be revealed to be a codename for Wilfred Nagel rather than being a codename for Albert Erskine, because the circumstances and dates of when each Reinstein was assassinated by the Nazis was radically different and contradictory. And we know from Marvels Project among other places that many more scientists than Koch and Nagel worked on the project, and that the project began far earlier than when Hitler rose to power.

   Though none of the writers nor artists at the time intended it, it's definitely feasible that Koch might be among the various unidentified scientists seen in any flashbacks to the early days of the German Super Soldier program.

   The guy pictured at the top of the page isn't explicitly identified as Doctor Koch, and as such it's possible that it's not him. However, the panel immediately prior to the picture I've used has a Nazi shouting that they need to alert Doctor Koch that they are under attack, and we cut to Bradley strangling to death a man in a lab coat. I doubt the intention was that this was some random no-name Nazi scientist and Koch was one of the other corpses lying dead in the background.

   Immediately after strangling Koch (or whoever), Bradley examines a photo that was on the desk in the same room, one showing a couple and a young child. The most logical conclusion is that this is Bradley recognizing that however much Koch deserved to die for his abhorrent crimes experimenting on innocent victims, the scientist was still a man who would leave behind a family that loved him, and hence that the picture is intended to be Koch with his wife and daughter. Again though, this is still only supposition - it could have been the family of another scientist who used that office, or Koch's aging parents posing with a long-haired Koch when he was a child.

   His first name was revealed to be Raymond in Marvel Atlas#1's Germany entry and reiterated as this in Masterman's OHOTMU entry, but given as Ernst in Isaiah Bradley's OHOTMU. So he's Raymond Ernst Koch, per the traditional Marvel method for handling such things.

   This profile was completed on 08/19/2026, but its publication was delayed as it was intended for the Appendix 25th anniversary's celebratory event to represent Isaiah Bradley and The Truth.
