History:
(Young Allies I#3) - The Khan was walking through the streets of New York City with two of his men when the youthful Bucky Barnes collided with him while playing baseball with his friend Toro. The Khan struck Bucky down but Bucky donned his costume then summoned Toro for help as Toro brought the other members of the Young Allies with him. The six youngsters started to overwhelm the Khan's men so the Khan knocked Knuckles and Tubby's heads together then fled with his henchmen in their car.
The Khan and his men returned to the cliffside mansion where they were scheming the conquest of Alaska by a combined Nazi-Japanese army. As one of the Khan's men alerted others of his followers, he was spotted in the street by the Young Allies. Aware they were following him, the henchman deliberately led them to the Khan's hideout. When the Young Allies snuck into the house the Khan and his men ambushed them then imprisoned them in the torture room in the house's basement. The boys fought back against the Khan in the torture room but he forced them to back up until they fell through an opening in the wall that dropped them into a river below.
(Young Allies I#3/2) - Thinking the Young Allies were dead, the Khan drove to a train station and rode to Alaska via Canada. When the Khan's train paused at a Canadian station another train pulled in with the Young Allies aboard. The Khan and his gang fought the Young Allies in the station then out into a nearby marshland but the Khan finally fled from the fight and boarded a Japanese plane they had waiting for them.
(Young Allies I#3/3) - In Alaska, the Khan and his Nazi-Japanese forces found the Young Allies still in pursuit. The Khan's forces easily defeated the young men then brought them to the Khan's base. The Khan tied them up then sent a tank to run them over.
(Young Allies I#3/4) - Toro used his flame powers to burn through his bonds, stop the tank and release his friends. Deciding that it would a waste of time to continue battling the Young Allies, the Khan set out with his men to begin the invasion of alaska. However, the Young Allies fled to the nearest US Army base and alerted them to the danger posed by the Khan. The Khan's army was quickly beaten back by the army and the Young Allies but when the Young Allies went to an arsenal to collect more weapons they were cornered by the Khan. Suddenly a bomb dropped from one of the Khan's planes destroyed the arsenal.
(Young Allies I#3/5) - The Khan fled in the confusion and found an American cannon whose crew had been killed. Commandeering the weapon he turned it to assault nearby US ships but the Young Allies confronted him. Bucky charged directly at the Khan, hoping that he could spare his comrades by heroically taking a bullet for them but Whitewash threw his hat into the Khan's face to throw off his aim. Bucky reached the Khan alive and bested him in a fight as the Young Allies collectively knocked the Khan over a nearby ledge; the Khan fell to his apparent death.

This entire adventure may or may not be 616 canon as Young Allies Comics 70th Anniversary Special I#1 revealed all of the Young Allies comic book adventures were based on their exploits but not entirely faithful to their adventures. Most significantly, Knuckles, Jeff, Tubby and Whitewash didn't appear under their real names in the comic versions.
I have no idea why a Japanese man would called himself "Khan" unless he was really into cultural appropriation. Maybe he wanted to "trigger" the Chinese? Or legitimatize the Japanese occupation of China?

The Khan's base was located in Alaska. Its entrance was disguised with a top layer of grass, with a large steel trap opening up into a large underground complex containing military tanks, trucks, motorcycles and planes.

General Peters was the head of the USA's far north army and was in command of the forces in Alaska who fought the Khan's Nazi-Japanese forces. After the Khan's forces were beaten, General Peters thanked the Young Allies for their assistance and showing how Americans could put aside their differences and fight side-by-side.
