- BTS) - Fritz was a soldier/guard stationed at a German rocket factory in
South Africa.
(Rocket Ranger#2 - BTS) - Based on information from
Agent X-4, the Rocket Ranger invaded this facility, intending to sabotage
it.
(Rocket Ranger#2) - As Rocket Ranger approached a Nazi rocket under construction, Fritz confronted him, advising Rocket Ranger that he was just a man like him and that a bullet would enter his head just like it would his own. Assuring Fritz that he wasn't going to try anything, Rocket Ranger asked what the plan from there was. WhenFritz told him that he would take him to Germany and to Colonel Leermeister, Rocket Ranger asked if Adolf was taking a vacation, and Fritz shoved his gun in Ranger's and warned him that he would not speak about the Fuhrer that way. Ranger then distracted Fritz by pointing to the sky and asking him what was over threre, after which he kicked and punched Fritz.
Fritz was knocked to the ground, and Ranger taunted
that Hitler didn't pay him enough to guard this thing, but -- replying
that monetary reward was only secondary in his service to "der Fuhrer" --
Fritz surprised Ranger by kicking him in the mid-section and then punching
him in the face. Recovering from his intitial surprise, Ranger then rushed
at Fritz, intending to punch him out, but Fritz instead side-stepped him
and tossed him over the edge of the building.
As Rocket Ranger returned, flying through the air and
aiming his weapon at him, Fritz attempted to flee through a nearby vault
door. However, American soldiers rushing upstairs from the other side of
the door hurled it open, knocking him to the ground, after which the
soldiers took Fritz into custody.
In terms of explaining the setting, I'll let this description from Atomic Avenue handle it, as it does summarize it well:
In an alternate world where the Nazis succeeded in conquering nearly every country except for the United States, only one brave man can turn the tide for freedom: Rocket Ranger! Based on the popular video game of the same name, this comic details the jet-packed adventures of the title character, Tom Cory, (also known as Rocket Ranger) as he fights to end the ever-expanding grasp of the Third Reich. From the battlefields of Eastern Europe to the Nazi “lunarium mines” on the surface of the moon, Rocket Ranger epitomizes the feel of campy 1940s movie serials from which the video game was originally inspired. Enthusiasts of the original video game as well as fans of the similarly themed comic book and subsequent motion picture, the Rocketeer, will love this comic’s often B-movie tone.
Basically, it's clearly inspired by the old Rocketman movie serials and/or the Rocketeer (which was itself inspired by those serials), right down to our hero fighting Nazis (like the Rocketeer) and having a pin-up girlfriend (like the Rocketeer did with Betty (based on the real life Betty Page, and for that reason renamed Jenny in the movie)). So: hero with jetpack and two good fists fights for justice.
The series lasted five issues, and was clearly intended to go at least one more, since the fifth issue finishes with a "to be continued" which was never delivered on. Each issue breaks the story up into shorter mini-stories, I suspect an attempt to emulate the feel/pacing of those old movie serials. Only the first issue is in color.
It's worth noting that in #3 there is another Nazi soldier who Rocket Ranger calls Fritz - however, that seems to be RR just using Fritz as a generic name for Germans (like calling all Russians "Ivan"). The one in #2 actually calls himself that, so it's his actual name, plus he's in South Africa and ends up captured or killed by Allied soldiers, whereas the one in #3 is in Berlin. So it's very unlikely to be the same guy. There's also a Nazi soldier called Fritz in #4, who gets killed by RR, but he's in Peru. Given that RR has time to globetrot, I guess it is viable that each Fritz is one and the same, a very unfortunate soldier who keeps being reassigned to different parts of the world only to constantly run into RR.

Rocket Ranger is a 1988 action-adventure game developed and published by Cinemaware. The game's setting is based in the World War II era, allowing the player to control a US Army scientist and setting out to stop Nazi Germany from winning the war. The Rocket Ranger moniker stems from the rocket pack the player uses over the course of the game.
Like many Cinemaware games, Rocket Ranger draws its inspiration from Hollywood, and likely The Rocketeer comics. This title pays homage to the many 1950s science fiction serials, using the look and feel of the serials, including action-packed cut-scenes and an art treatment loyal to the futuristic visions of that era. It also features the cliché elements of that era, including a dashing, courageous hero and a beautiful, voluptuous damsel in distress in need of rescue.
The story for #2 gives Rocket Ranger's name as Roger Cory, as opposed to Tom from the Atomic Avenue reference listed above. However, he is Tom in #1. - LokiEarth-40920 In 1940, Nazi Germany dropped lunarium bombs which rendered the enemy male population ignorant, allowing the Nazis to win the war and conquer the world. 100 years later, the opposition sent technology into the past of Earth-1136 so that Tom Cory could thwart the Nazi plans.
