When the Human Torch took an interest in him Falton equipped a number of weapons designed to battle the Torch and Toro including a chemical bomb which could snuff out their flames. For his one-on-one encounter with the duo he wore an asbestos suit and wielded a gun which sprayed acid. He also owned a telescope.

History:
(The Human Torch I#6 (fb) - BTS) - Mr. Falton built a foundry on a small island near the coast of Florida and began building his own munitions with a staff of ex-convicts. He then sold the weapons to gangsters for a profit. He also used his munitions to reinforce and defend his island stronghold. The Futurama exhibit from the 1939 World's Fair inspired him to design a chair-railroad to tour his facilities.
(The Human Torch I#6) - The Human Torch took note of the strange influx of weapons during wartime. Hoping to infiltrate the mastermind, the Torch began committing crimes to attract his attention. While deliberately avoiding news of the war in Europe, Falton heard about the crimewave over the radio and sent Pete to meet with the Torch and convince him to join their side, offering him a chemical which would prevent the Torch's flame from being smothered by fire extinguishers. Pete offered to share the chemical in exchange for 10 percent of what he stole but after the meeting the Human Torch and his partner Toro both tailed Pete. Pete realized the Torch hadn't truly become a criminal. Fleeing back to Falton's island aboard a plane he sent a radio message warning Falton about the Human Torch.
As Pete's plane neared his island, Mr. Falton took out a telescope and examined it. To his surprise he saw the Human Torch in the cockpit, holding Pete hostage. Realizing the plane was compromised Falton ordered the island's defenses to open fire on the plane. The plane was destroyed, killing Pete and Joe but the Human Torch and Toro evaded destruction. Realizing they would require different measures, Falton had his canons fire a chemical volley at them which snuffed out their flames. The two heroes fell to the ground, unconscious.
Falton donned an asbestos suit and armed himself with an acid-spraying gun as he had the bound Torch and Toro brought inside his factories upon the chair-railroad. Falton took the two heroes on a tour of his plant, showing them the foundry where his weapons were forged. Hoping that he had impressed the heroes, he suggested they join forces with him and share in the profits. To give them an idea of his wealth, Falton led them to his reception room and opened his vault, displaying millions of dollars in cash. He offered them twenty percent of his ill-gotten gains but was so certain the Torch was as corrupt as himself that he lowered his gun. Realizing he had an instant to act, the Torch hurled a fireball into the vault, burning up Falton's fortune. Falton was so distraught over losing his money that he failed to prevent the two heroes' escape from their bonds. When he finally fired his acid gun at the Torch he missed - Falton was not a good marksman. The Torch punched Falton and he dropped his gun but running back to the chair-railroad he fled the heroes.
To slow down the heroes Falton turned over a vat of flames but the Torch snuffed out the flames with Falton's own acid gun. Fleeing the foundry, Falton suddenly realized he had run into a warehouse full of dynamite and the two fiery heroes could easily detonate the entire supply. He called out to them that he surrendered but the Torch had already decided he wouldn't take him alive; the Torch and Toro deliberately ignited the dynamite warehouse. The resulting explosion not only killed Falton and his staff but completely destroyed the foundry, leaving the island barren.

This character is one of the first comic book creations of Mickey Spillane, who later became famous as an author of prose fiction (notably his Mike Hammer series).
Before you ask - yes, Falton explicitly says he based his chair-railroad on the Futurama exhibit.

Mr. Falton's headquarters was on a small island just off the coast of Florida. Concealed inside his facility was a foundry where he designed his own munitions for the crimes his personnel and allies performed. He built a heavily-guarded palace and outfitted it with munitions, including more than a dozen canons. Some of the canons fired volleys of chemicals to snuff out the flames of the Human Torch and Toro. Falton toured his facility upon a chair-railroad, a track system based on the Futurama display from the 1939 World's Fair. The facility included a warehouse containing dynamite; when the warehouse exploded it decimated the rest of the island.

Joe was one of Mr. Falton's underlings. He drove Pete to a meeting with the Human Torch to offer him their assistance. When the Torch and Toro both tailed Joe and Pete's car Joe drove recklessly, killing the driver of the Torch's cab. When Toro reached Joe's car Joe released a fire extinguisher at him that snuffed out his flame. Joe drove Pete to an airfield so that they could board a plane for Falton's island. However the Human Torch and Toro caught up to the plane mid-flight and overpowered the criminals then forced them to guide the plane to Falton's island. When Falton opened fire on the returning plane it was destroyed by canon shells; Joe perished in the fiery explosion.

Pete was Mr. Falton's right-hand man. When Falton wondered whether the Human Torch had become a criminal he sent Pete to speak to the Torch and offer him assistance in exchange for a percentage of what the Torch stole. When the Torch followed Pete after the meeting Pete realized the Torch wasn't a true criminal. Pete and Joe fought the Torch and Toro as they made their escape in a car then fled to an airfield to board a plane back to Falton's island. Pete radioed Falton to advise him that the Torch wasn't on their side. However, the Torch and Toro caught their plane in mid-air and boarded it. Pete was beaten up by the Torch and forced to guide the plane to the island. When Falton opened fire on the plane it was destroyed; Pete was thrown from the wreckage mid-air and fell to his death.

An underling of Mr. Falton was nicknamed "Muggsey." He was told to inform Mr. Falton of the return of Pete's plane to the island. Muggsey died when the island's dynamite supply exploded.
