Powers/Abilities: Steed is a mutant able to do "psionic skinning," slicing away layer of the mind for a variety of effects, none of them good for the target. She can cut off the higher functions of the brain, peel the mind like an onionskin, induce terrifying illusions, kill them instantly, or by distorting the sense of time make the death feel like it lasts for years. Her power manifests as flying blades on the end of chains, though this is presumably just a visual projection rather than her physically creating these items. Her powers also protect her from telepathic attacks, such as when the demon below London was projecting insanity. Whether she also has other psionic abilities, such as telepathy, remains unrevealed.

(Excalibur I#100 (fb) - BTS) - Steed genuinely loved the city of London.

   At some point the body-possessing mutant Mountjoy took over the Inner Circle's Red Rook, Scribe. Aware of this (presumably thanks to her powers), Steed struck up a secret alliance with Mountjoy.

(Excalibur I#96) - Like their American counterparts, the Inner Circle had their hands in all manner of illicit activities, including involvement in experiments on aliens in the military's Dream Nails facility. After that base's actions were exposed by Excalibur's Pete Wisdom, Steed watched as the Black and Red Kings argued over whose fault this was, and how this risked their upcoming venture, which was at a critical stage.

(Excalibur I#98 (fb) - BTS) - The Inner Circle were aware that Brian Braddock, the son of a deceased Inner Circle member, was a member of Excalibur formally known as the superhero Captain Britain (and more recently as Britannic). Additionally, the recruitment of the new Red Queen, the witch Margali Szardos, changed them, driving them to make more ambitious and far-reaching plans with potentially devastating consequences for the entire world.

(Excalibur I#99 (fb) - BTS) - Margali had learned of a demon trapped beneath London, and convinced the Inner Circle that they could tap into its power, using a combination of ancient magics and a device they would need to have constructed.

   At some point the psychic entity Onslaught made contact with Steed, and she agreed to assist him in an unrevealed capacity (see comments).

(Excalibur I#97) - Alerted by Shinobi Shaw of the American Hellfire Club that Mountjoy was possessing someone in the London Branch, Brian Braddock decided to infiltrate them and locate the body-thief. Steed was present for a gathering of the Inner Circle when Braddock arrived unannounced, demanding by right of ancestry to be appointed Black Bishop, as his late father had been before him. Noting that he knew his traditions, since such direct demands had been the way such things had been done in the Club's past, Steed introduced herself and bid him come forward to state his case. The two Kings of the Inner Circle, Quentin Templeton (Black) and Alan Wilson (Red), also confirmed their willingness to consider Braddock's joining, but the Red Bishop, Conrad Strathdee, objected, unwilling to have another Bishop shift the balance between the Circle's two colours, and challenged Braddock to a duel. When Braddock expressed curiosity at the second colour being Red, Steed explained that they had changed it from the traditional White to distance themselves from the coarse American branch of the Hellfire Club. Strathdee's ongoing rant was cut short by Braddock summarily backhanding him into unconsciousness, and a slightly amused Steed declared that she guessed that meant Braddock was now their Black Bishop, welcomed him to the Inner Circle, and offered to bring him up to date on business.

(Excalibur I#98 (fb) - BTS) - Steed later visited Braddock's hotel room to brief him on the Club's business, bringing with her champagne and questions, both of which Braddock handled with extreme care.

(Excalibur I#98) - After several hours Steed the briefing concluded, claiming it had been stimulating. When Braddock thanked her using her title as Queen, she told him not to be so formal now that they were friends, telling him to call her Ms. Steed and adding that he had her number should he have needs she could attend to. 

(Excalibur I#99) - With Braddock and his Excalibur teammates circling in on what they were doing, Margali and the Red King decided it was vital to swiftly test their project's efficacy and activated the newly constructed link to the demon, resulting in a column of fire briefly but very visibly appearing in central London. An emergency session of the Inner Circle was called where the Black King angrily berated his Red counterparts for testing the project without consulting either him or Steed. For her part, Steed watched with aloof amusement that the Circle had finally split into colours, Black against Red. The Red King pointed out that now they knew the link worked, and on his suggestion they all went to the project's site, the London headquarters of Black Air, a skyscraper known as the Blackwall. There they were met by two of Black Air's senior agents, Scicluna and Threadgold, the latter of whom was displeased when Steed called them the Inner Circle's servants. There the Red King showed the other Inner Circle members the linchpin of their device, the captured Excalibur member Douglock, whose techno-organic body had been literally unraveled to complete the machine.

   The next morning Steed was relaxing in bed reading a book about Spanish torture when Onslaught appeared before her. He informed her there would soon be a gathering and asked if she was ready. She said no, but that didn't matter. 

(Excalibur I#99 - BTS) - And then Onslaught left (see comments). Shortly thereafter the Red Queen activated the demon link, and London was engulfed in hellfire and widespread, violent insanity.

(Excalibur I#100 (fb) - BTS) - At the Hellfire Club when the destruction began, Steed was saddened to witness the devastation of her beloved city. Though she was protected by her powers from the madness the demon was emitting, insanity overtook the Black King, so Steed killed him, feeling no remorse but instead happy to get some peace from his outbursts.

(Excalibur I#100) - Brian Braddock, having readopted his Captain Britain alter ego and protected from the madness by his costume's force field, came to the Club to confront the Inner Circle and try to stop them. He confronted Steed standing near the Black King's corpse, but was attacked from behind by her ally Mountjoy, now revealing he was controlling Scribe. As Mountjoy tried to pin Captain Britain's arms, he urged Steed to kill the hero. Generating her psychic blade Steed told Braddock of the various tortures she could inflict on him, but Braddock easily threw off Mountjoy, and then as Steed's psychic blades clattered off his force field the hero he projected his field outward to strike her in the head, knocking her unconscious.

(Excalibur I#100 - BTS) - Captain Britain then captured Mountjoy, while the rest of Excalibur stopped the Hellfire Club's plans, breaking the link to the demon and restoring sanity to London, and exposed the Hellfire Club's part in these events to the authorities.

(Mockingbird I#2 (fb) - BTS) - Having apparently avoided any real consequences for her part in the demon outbreak, Steed continued as the Black Queen of the London Hellfire Club. At some point she got herself two female bulldogs, who she named Cagney and Lacey, and trained to attack on command.

   Steed later oversaw a plan to assassinate the British monarch (see comments), and to facilitate this Hellfire Club minions began digging a tunnel from beneath the Hellfire Club's London headquarters to Buckingham Palace. Just as the tunnel neared completion British spy Lance Hunter got wind of the plot, and in order to locate their tunnel entrance he applied to join the Club in an attempt to infiltrate it.

(Mockingbird I#2 (fb)) - Steed conducted Hunter's initiation ceremony held in the Hellfire Club's basement, with Hunter restrained and all present in bondage and fetish gear (though to be fair, in Steed's case this looked much like her regular clothing). After torturing Hunter a little with a remote-controlled electronic shock collar, Steed asked from volunteers among the gathered members to take over the initiation, and handed off the control to another attendee, unaware this was Hunter's ally and sometimes girlfriend Mockingbird. She swiftly overpowered the guards mingled among the crowd, prompting Steed to flee the room through the secret tunnel entrance Hunter had been looking for. The two spies pursued, but were met on the other side of the door by Steed backed up by a large contingent of guards armed with digging tools. The pair were captured, and Steed took back the collar remote. She took a moment to taunt her captives and threaten them with Cagney and Lacey, but the hounds took fright upon smelling Mockingbird (who had recently been mutated after being given a combination of a variant Super Soldier Serum and the Infinity Formula) and ran off in terror. Perturbed by this, Steed vowed Mockingbird would die for freaking out her canines, but a Hellfire guard reminded her that they were running late, so Steed decided to put of their demises. As she was about to leave Hunter noticed that the tunnel floor had several streams of water running across it and deliberately taunted Steed, provoking her into shocking him while he had a foot in said water. The electricity ran through Hunter and into the liquid, shocking everyone else in contact with the groundwater, which was most of the guards and Steed herself. Recovering faster than the guards, Steed made a hasty retreat down the tunnel towards the palace, with Hunter and Mockingbird following soon after. The pair split up when the tunnel branched into two paths, and Steed snuck up behind Mockingbird intending to unleash her psionic blades, but they proved ineffective, fizzling out thanks to Mockingbird's newly developing telepathic powers (another result of her serum exposure, and something Mockingbird herself was not yet aware of). Shocked at her blades failing, Steed was then punched out by Mockingbird. Tied up, Steed was escorted as Mockingbird and Hunter's prisoner to the tunnel's exit, which proved to be a trapdoor leading into a room in Buckingham Palace, where the three emerged right in front of the surprised monarch.

   Emma Steed's first name was revealed in the United Kingdom entry of Marvel Atlas#1. Her surname was a clear homage to British TV spy John Steed, and her first name likewise is a nod to his most famous partner, Emma Peel.

   Her eyes are brown in Excalibur I#97, but blue near the start of Excalibur I#99, and brown again when Onslaught visits her. As shown in Mockingbird I#2, p10, pan4, she appears to be a smidgen taller than Mockingbird (5'9") but a little shorter than Lance Hunter (6'3"), though it's worth noting that both the women are wearing very high heels while Hunter is barefoot.

   Though we don't get explicitly told what Steed's "civilian" occupation is, most Inner Circle members have tended to be highly successful business people, and in Excalibur I#100 she does mention that the demon's assault on London presents "marvelous" "business opportunities," so I think it's a safe assumption that whatever else she is, she's a businesswoman.

   As explained in Onslaught's own profile, it's never explained how, why or in what capacity Steed was meant to be helping Onslaught. He just shows up, tells her there will be a gathering soon, she agrees to come, then he vanishes and we never hear about it again, since Onslaught is defeated while Excalibur were in London stopping the Hellfire Club and Black Air.

   In Mockingbird I#2 she is part of a plan to assassinate Queen Elizabeth II. However, since said monarch has since passed in the real world, and with the sliding timescale inexorably moving the date Mockingbird I#2 is set forward in time, the actual target would shift to being whoever is currently on the British throne.

   This profile was completed on 08/14/2026, but its publication was delayed as it was intended for the Appendix 25th anniversary's celebratory event to represent Onslaught.

Presumably named for the lead characters in the 1980s cop show, Cagney and Lacey were two bulldogs owned by Emma Steed. She had trained them to attack on command, and they were normally reliable on this when at Steed's home, but when they encountered Mockingbird something about her smell spooked them and they fled in terror.
