Powers/Abilities: Apparently a goldfish wearing a Doctor Doom-esque mask, cape and cloak, Doomfish apparently has human level intelligence can at least speak and understand English, projecting his voice out of his fishbowl to those standing nearby.

While he had a Doom-like ego and braggadocio, Doomfish did not appear to possess any offensive or defensive abilities, nor could he outswim the flow of a flushing toilet.

But can he survive sewer water...?

History:

(Ziggy Pig and Silly Seal Infinity Comic#4) - Seeking to take down the Pet Avengers, Ziggy Pig and Silly Seal organized the Masters of Animal Evil including Black Mamba (an actual snake), Dr. Octopus' Octopus, Doomfish, Super-Apes (Igor, Mikiho, Peotr), and Swarm's bees, as well as, for unexplained reasons, the mutated human Armadillo and the android Dragon Man.

(Ziggy Pig and Silly Seal Infinity Comic#4) - Ziggy and Silly showed the Masters of Animal Evil to Silly's wife, Roxanne, who thought a number of them were lame, including "Doctor Doom's goldfish," stating that she knew that was not a thing. Doomfish irately responded, "Cretin! How dare you question whether or not Doomfish is a thing! Doomfish will--"

He was interrupted by a coughing fit and then asked if someone could change his water as it was getting kind of ripe in there.

Ziggy then showed the Masters of Animal Evil a picture of the Pet Avengers, and told them to go get them, and the group departed, with Mikiho the super-strong gorilla carrying Doomfish's tank, which splashed out a little water.

(Ziggy Pig and Silly Seal Infinity Comic#5) - Mikiho continued to hold up Doomfish's tank, the Masters of Animal Evil assaulted the Pet Avengers at their base, and Ziggy, who was viewing remotely from a camera in that location, noted that he was going to call the movie "Pet Avengers: The Neutering."

    Instructing the "simian simpleton" to hold him up higher as "Doomfish must witness the entire breadth of Doomfish's victory!" after which he laughed maniacally.

(Ziggy Pig and Silly Seal Infinity Comic#5) - Within short order, however, the Pet Avengers turned the tide.

(Ziggy Pig and Silly Seal Infinity Comic#5) - ...and the Masters of Animal were lying on the ground in defeat, much to Ziggy's consternation.

    Despite Doomfish's orders to the "feline fool" to unhand him, Zabu carried Doomfish into the bathroom, and Throg mockingly told him, "Verily, thou shall be unhanded, fish. Right where thou belongeth."

    Dropped into the toilet, Doomfish retorted, "You dare treat Doomfish in such a manner?" And when Throg told him, "We dare. Verily." Doomfish yelled defiantly, "One man's toilet is another man's throne! From the depths of Manhattan's sewer system shall Doomfish make his comeback! Like a phoenix from the fecal matter shall Doomfish rise!"

    As the toilet flushed, he continued, "You have not heard the last of Doomfish! Do you hear Doomfish! You have not heard the last of ...Dooooooomfishhhhhhh!"

(Ziggy Pig and Silly Seal Infinity Comic#5 - BTS) - After Niels the cat found Ziggy's camera, Throg delivered a warning to whoever had perpetrated the assault before smashing the camera.

    I don't think there's anything that rules this story out of occurring on Earth-616, so we'll assume that until proven otherwise.

    How does a goldfish get the ego and costume of Doctor Doom?

Perhaps he is from some other reality where Doom's mind was transferred into a goldfish
Perhaps the process that imprinted Doom's mind on Kristoff Vernard was used on a goldfish
Perhaps it was a Doombot in goldfish form

We need more Doomfish! Perhaps he leads an alliance of fish intended to conquer the world: The Piscine Power Play...or the Fish Fellowship...
