Powers/Abilities: Tarus Blacklore did not
demonstrate any superhuman abilities, but he bonded with Darkhold over
their shared joys of hunting, battle and a "Trojan lifestyle" (see
comments).
It is likely that he was a highly skilled warrior and hunter.
He was shown to carry a spear and to apparently wear some sort of propulsion boots.
While quality images of Tarus
Blacklore were few and far between, I believe he only had horns on his
helmet, rather than on his head, but I don't believe he was ever shown
without his helmet. 
History:
(Eerie#79 (fb) - BTS / Darklon the Mystic#1/2 (fb) - BTS) - Darkhold,
the Kavar/ruler of Nebularia, ruled the thousand planets of the realm,
and he was the ultimate product of a dozen centuries' experience in
tyranny and warfare.
He was ashamed of his son, Darklon, who
found more joy in books, mysticism, women, and the gentler paths of life
than in the arts of war.
These differences led to alienation,
mistrust, and eventually hatred until the two only exchanged scowls.
A strong sense of tradition and family line were the only things that prevented Darkhold from exiling Darklon.
(Eerie#79 (fb) / Darklon the Mystic#1/2 (fb)) - Eventually Darkhold found a substitute son in Tarus Blacklore, who bonded with Darkhold over their shared joys of hunting, battle and a "Trojan lifestyle."
Tarus, who proved to have a keen and arrogant mind, which Darkhold felt was needed to help rule the realm, eventually came to share the responsibility of ruling Nebularia.
Darkhold was well pleased with Tarus,
who
took great care to see that Darkhold never saw the darker side of his
nature, including the plots and intrigues that took place at night.
Tarus felt that the realm would fall
once Darkhold's weak son, Darklon, took the throne.
To prevent this, Tarus advocated a
new regime immediately, and he secretly convinced many others to follow
his lead.
(Eerie#79 (fb) - BTS / Darklon the Mystic#1/2 (fb) - BTS) - Tarus Blacklore's forces assaulted the palace and ultimately overwhelmed and captured Darkhold. Unable to do anything against these forces, Darklon fled.
Tarus Blacklore had Darkhold imprisoned while he succeeded Darkhold as the new Kavar of Nebularia.
Meanwhile, Darklon sacrificed his
life and existence to the Nameless One, who recreated him as the
powerful Darklon the Mystic but conscripted him to his service.
(Eerie#80 (fb) - BTS / Darklon the Mystic#1/3 (fb) -
BTS) - As Blacklore's forced prepared to invade a neighboring planet,
they failed to notice Darklon's return to Nebulor.
Blacklore apparently learned of Darklon's return but paid no regard to the presence of what he had known as the weak son of Darkhold: "What harm could the cowardly Prince Darklon do to the bright new reign of Kavar Blacklore?"
(Eerie#80 (fb) / Darklon the Mystic#1/3 (fb)) - As
dawn crept into Blacklore's chambers, he put the final touches on his
war plans, concluding that this campaign would ensure the fall of
Libra-7 with the week, with no less than a 10% loss to their forces. 
However, when he asked his aide,
K'nark, for feedback, Darklon confronted him, revealing he had
decapitated K'nark.
Shocked, Blacklore drew his
pistol, but Darklon grabbed his wrist, telling him that because of him,
he (Darklon) had lost all.
Immobilized by fear and/or
Darklon's power, Blacklore could only listen and watch in terror as
Darklon continued:
"You owe me,
traitor Darklore, more than the stars can hold.
You
owe me life, happiness, all that is good.
You
owe me a fate that is now lost forever.
You
owe me for the eternal damnation which awaits me.
You
owe me for the love I shall never regain from my father.
You
owe me for the birthright I must now abandon.
You owe me all this, yet I shall be generous and satisfy myself with your life!"
And then Darklon projected mystic
energy from his hand that tore Blacklore to pieces.

- Darklon subsequently freed his father, who
thanked him and offered to mend their problems, but Darklon told him
that he was forced to renounce his claim to the throne, to depart
Nebularia, and to serve his new liege, the Nameless One.

So, Starlin
brought Darklon and his history into the Marvel Megaverse, at least,
when he had Darklore, whose appearance and history confirmed him to be
Darklon, appear in Warlock and the Infinity Watch.
I really don't
know whether Nebularia is within the Earth-616 universe (probably not)
or within an alien dimension within Reality-616 (like Asgard, the Dark
Dimension, Negative Zone, Microverse, etc. are associated with
Reality-616; maybe) or whether it's from an alternate reality and/or an
alien dimenson in that reality.
I'm sure
"Trojan lifestyle" meant the life of warrior and presumably wine,
revelry, etc. However, it certainly seems like a reference to condoms.
