Powers/Abilities: A reanimated corpse composite
animated by a synthetic brain, Biohazard was large and superhumanly
strong (perhaps lifting 2000 to 4000 lbs.) and durable.
Additionally, his touch was instant
death to most living things (although the Toxic Avenger was able to
painfully withstand multiple brief touches), and he could also
apparently discharge electrical current as well (at least when touching
the Toxic Avenger).
His composite body was susceptible to a
large energy surge, which could blow apart his various body parts and
apparently terminate his existence.
His thought processes and behavior patterns were "modeled on the collective consciousness of all of the star denizens of hades...Hitler's hatred, Genghis Khan's brutality, Vlad the Impaler's sadism, Judas' treachery, Bundy's --"
History:
(Toxic Avenger#5
(fb) - BTS) - The Chairman hired Dr. Chemo to concoct a solution to the
Toxic Avenger, who had threatened his business. Chemo completed an
artificial brain, with thought processes and behavior patterns "modeled
on the collective consciousness of all of the star denizens of
hades...Hitler's hatred, Genghis Khan's brutality, Vlad the Impaler's
sadism, Judas' treachery, Bundy's --" (the Chairman interrupted
him before he could complete his list).
(Toxic Avenger#5 - BTS) - Chemo showed the Chairman his
brain, explaining its attributes, and then told him that he needed a
strong body to house this brain. The Chairman then had his assistant
Darkella provide a list of recently deceased health club members and
instructed Chemo to take the list to Tromaville Cemetery and harvest
what he needed from those six bodies.
(Toxic Avenger#5) - Aided by his
monstrous servant Demos, Chemo harvested enough body parts to construct
a monstrous form to house the brain he had created. As Demos loaded the
corpses in Apocalypse, Inc's truck, Chemo told him to plug in his buzz
saw.
After having sawed apart the components
he needed, Chemo prepared to stitch the components together; lacking a
convenient lighting storm, he told Demos the prime the portable
generator. 
With the body completed, Chemo placed
the brain, lamenting that the worms had already started on the only
cranium case large enough for the brain he had created, but he resolved
that his creation was built for mayhem, not beauty.
As he sealed his creation's cranium with a power stapling device, Chemo determined that his creation should be named Biohazard. Aided by Demos, Chemo charged his creation with electricity, and he was jubilant when the creature eventually started to twitch.
Chemo instructed Biohazard that he had been created to kill the Toxic Avenger, but Biohazard swatted him aside, knocking him out, as it tore free from its restraints. Finding the Toxic Avenger investigating the truck in which it had been created, Biohazard shouted his mission.
(Toxic Avenger#6) - Biohazard pummeled and electrocuted the Toxic Avenger, knocking him out, but then departed before killing him, instead killing all living matter he touched (including trees, etc.).
(Toxic Avenger#6 - BTS) - Having since revived, Dr. Chemo
activated his remote control mechanism for Biohazard but found him to
have already gotten out of range.
(Toxic Avenger#6) - Biohazard subsequently assaulted the
Tromaville Flower Show, where the Toxic Avenger battled him. The Toxic
Avenger could do little against his larger and more powerful foe until
he was backed against the show's generator. The Toxic Avenger then tore
open energy cables, which he then touched to Biohazard's electrodes, and
the charge caused all of his component body to broke into the various
pieces that composed him.
As the Toxic Avenger advised the locals
that it probably wasn't safe to bury Biohazard's parts, at least some of
them appreciated that the formerly vilified Toxic Avenger had saved
them.
Toxic Avenger, based on the Troma Studios movie series of the same name. Nerdy Melvin Junko gets doused in toxic waste and becomes the superhuman but hideous superhero Toxic Avenger. In the second and third movies, both of which had been released prior to this comic series, he takes on Apocalypse Inc, whose Chairman is literally the Devil in disguise. The comic uses the same main foe, with some new demon henchmen who are not in the movies.
Toxic Crusaders was a cartoon based on the above, with Toxic Avenger and other mutated heroes who form a team. Made to be more kid friendly, and given it shows Toxic Avenger's origin again but with some details changed, not the same reality as the movies. However I don't think there's anything preventing the comics being the same realities as the movie and cartoons respectively.
