She may or may not have had teleportational or other means to travel great distances (see comments).
She was sympathetic to the plight of
the oppressed, but she knew so little about humanity that she mistook a
puppy for being an enslaved/oppressed human child.

History:
(Lockjaw#4 (fb) - BTS) <Decades ago (see
comments)> - A peasant among the Inhumans of Attilan, Myrren
apparently visited a human village (see comments), where she saw what
appeared to be bulldog puppy who was someone's pet.
Having never seen a human baby, she
apparently thought that this was a human baby and was living under
abusive conditions by savages, and so she took the puppy and returned to
Attilan.
After her actions had been discovered, it was believed that she had abducted a human child.
(Lockjaw#4 (fb)) - Myrren fled as
security forces pursued and ultimately caught up to her. One of them
grabbed her, and the other took the child.
As Myrren futilely struggled, cursing
the humans as savages and insisting that she had to save her, the one
holding her started to charge her with unlawful entry into the human
world and the kidnapping of a human baby.
Unwrapping the "infant" and realizing
it was a puppy, the other security agent interrupted the charging
statement.
(Lockjaw#4 (fb) - BTS) - Myrren likely faced some punishment for unlawful entry into the human world.
The puppy was taken into custody where
Inhuman scientists used her as a test subject, somehow impregnating her
and subjecting her to Terrigenesis (exposure/mutation via Terrigen
mists) with her puppies in utero, to determine if the process was safe,
as Genetics Council leader Agon wished to have the procedure performed
on his wife, Rynda.
The results of the Terrigenesis on the
pregnant dog would result in Lockjaw, Bixby, Doc Jaw, Dogwalker, Dog and
"the Beast."

Where did Myrren go, and how did she get there?
In the months or years
before Black Bolt's birth, Attilan was still on an island in the North
Atlantic Ocean. It was Black Bolt who moved Attilan to the Himalayas after
his parent's death when he was like 19-years-old.
Black Bolt's dad, Agon, became known as one of the greatest ruler's in
Attilan's history over 100 years ago. And then he convinced his wife,
Rynda, to subject herself to Terrigenesis when she was pregnant with what
would become Black Bolt.
I don't know if Black Bolt is supposed to be over a 100 years old, or if
we know when he was born, but the dog brought to Attilan was subjected to
Terrigenesis while pregnant as a test to see whether it would be safe for
Rynda, so it occurred before then.
Regardless, if they were on an island, it would have been a lot harder for
Myrren to wander into a village and "rescue" the dog.
Maybe she could teleport, or maybe someone teleported her...or there was a
nearby island?
Yes, Attilan was an island in the Atlantic until Black Bolt moved it in response to increased human shipping making it far more likely humans would discover it. And yes, that would make Myrren "wandering" to a human village tricky unless she could fly, swim hundreds of miles or teleport - and the swimming option wouldn't be good if she wanted to bring back a living dog.
Per
the original handbooks and the location they put Attilan at, the nearest
islands were Iceland (around 200km/125 miles) or the Faroe Islands
(around 330km/205 miles)
