History:
(Uncanny X-Men I#200) - When Magneto was put on trial before a special tribunal of the International Court of Justice for crimes against humanity, Admiral Suvorov testified to the tribunal about Magneto's attack against the Russian submarine Leningrad some time earlier. Because Magneto had threatened Russia, the Leningrad fired four nuclear missiles at Magneto's base in the Bermuda Triangle but Magneto deflected the attack then sunk the Leningrad, killing the entire crew. Suvorov insisted that Russia's attack on Magneto was an act of self-defense.

(X-Men vs. the Avengers I#4) - The International Court of Justice was hastily reconvened to resume Magneto's trial at the Palais de Justice in Paris. Admiral Suvorov was again called by Sir James Jaspers to give his testimony about Magneto sinking the Leningrad. The court ultimately set Magneto free.

(Magneto: Dark Seduction#1) - After Magneto became the head of state in Genosha, Suvorov was placed on a United Nations committee to advise on the situation. Joining Suvorov were Gabrielle Haller and Michelle Devereaux, all three of them chosen because of their past encounters with Magneto. Dr. Alda Huxley, who had appointed Magneto head of state, was angry at the committee for appointing her as adviser on mutant protocol. Haller explained they no longer thought she was an impartial observer in the Genoshan situation. Instead, they appointed Magneto's own daughter the Scarlet Witch as the United Nations liaison.

(Magneto: Dark Seduction#2) - Suvorov received intelligence about a rebellion against Magneto in Carrion Cove having failed and shared this with the committee. The committee noted that Carrion Cove contained powerful technology used to alter mutants and it could be used to increase Magneto's own power. Suvorov demanded the committee take a more overt act to prevent Magneto from accessing the technology. To that end, he informed the Avengers that the Scarlet Witch was in danger, manipulating them into intervening in Genosha.
