History:
(Combat Casey I#20/3) - As U.S. forces were preparing to depart Korea, Lucy was out for a ride in a jeep with Sgt. Pulaski when they were ambushed and abducted by the guerrilla leader General Pak. As General Pak led them away, Lucy dropped a trail of handkerchiefs and other fabrics for someone to find. The trail was picked up by Percival P. "Penny" Pennington, who at the time was operating a garbage truck. "Penny" followed the trail to the place where General Pak and his men were holding Pulaski and Lucy and dumped the garbage on the guerrillas. Released, Lucy's father Colonel Smith was so grateful that he made "Penny" his guard of honor. At "Penny"'s request, Sgt. Pulaski was permitted to accompany "Penny" and Lucy on the boat back to the United States. As their ship left the harbor of Pusan, Pulaski, "Penny" and Lucy called back  "Good-bye, Korea!"

(Combat Casey I#21/3) - The boat Lucy, Pulaski and "Penny" were aboard was struck by a fire set by saboteurs that had stowed aboard. The three friends resolved that they would catch the culprits so they set up an evening watch with Pulaski hidden on deck while "Penny" and Lucy scanned the vessel from atop a smokestack. Lucy borrowed her father's binoculars so "Penny" could use them. "Penny" sighted one of the saboteurs planting explosives on a lifeboat and alerted Pulaski, who caught the culprit. However, another explosion signified the presence of another saboteur. Searching for the second spy, Lucy found him hiding in one of the smokestacks. Lucy was held as a hostage by the saboteur but "Penny" had the engineers increase the amount of smoke to blind the saboteur and he rescued Lucy, hurling the saboteur into the ocean while the man was holding a lit stick of dynamite, which exploded in the water. The boat arrived safely in San Francisco's harbor.

Comments: Created by an unidentified writer and Robert Q. Sale.

I have a feeling Lucy Smith exists as a scripting mistake - I think she and her father were meant by Robert Q. Sale to be the same people as Betty Corey and Colonel Corey, who were previously established supporting characters in "Penny"'s solo adventures. That Lucy is given no introduction in Combat Casey I#20 supports my hypothesis.

Lucy was blonde in her first appearance and a redhead in the other -- the reverse of Betty Corey, who started out a redhead then became blonde.

CLARIFICATIONS:
Lucy Smith should not be confused with:

Colonel Smith

Colonel Smith was Lucy's father. As the time of the U.S. army's fighting in the Korean War drew to an end, the colonel asked for a volunteer to remain behind and take inventory of all the equipment that the U.S. forces would leave behind. Sgt. Pulaski assigned Percival P. "Penny" Pennington as the "volunteer" but after "Penny" rescued Sgt. Pulaski and Lucy from guerrillas, Colonel Smith declared he wanted "Penny" to be his guard of honor and permitted him to make any request of him. "Penny" asked the Colonel to let his friend Sgt. Pulaski accompany him home to San Francisco and Colonel Smith complied. Aboard the boat, Colonel Smith identified a fire as the work of saboteurs. Lucy borrowed his binoculars to assist her and"Penny" in catching the culprits. The boat arrived safely in San Francisco's harbor.
