Powers/Abilities: This guy, who looked a bit on the pudgy side, used a vehicle that was presumably very similar to the original Big Wheel, which is a 15 feet diameter steel construct with an inner cockpit. Twin molybdenum steel treads surround the circumference. Mounted on both sides of the wheel are hydraulic waldo arms and blasters. The side mountings and the cockpit remain stationary while the wheel is in motion.

History:
(Free Comic Book Day 2018 (Amazing Spider-Man/Guardians of the Galaxy)#1) - An unidentified man used the Big Wheel vehicle (probably a new version) in a robbery of the Museum of Natural History alongside Rhino, Electro (Frye) and Boomerang. They were confronted by Spider-Man, who was nearly run over by Big Wheel. During the battle Electro accidentally hit the Big Wheel vehicle with an electrical blast, which shorted out the vehicle's systems. The brakes stopped working and the Big Wheel uncontrollably headed toward a restaurant. Spider-Man used his web and all his strength to stop it from killing a pregnant woman and her baby. The man riding the Big Wheel was presumably arrested by the police, who arrived on the scene along with Mayor Wilson Fisk.

I am pretty sure the only reason this guy was created as a replacement Big Wheel was because Jackson Weele was not available at the time (he was in a coma).

Where did he get his Big Wheel from? Probably Ceres Goldstein, who was working on a Big Wheel and used a Big Wheel drone around the same time.
