History: (Solo Avengers#6/2)- Scatterbrain set out on behalf of crime lord Victor Meachum to assist him in a deal with selling a church he owned in Harlem. He used his powers to manipulate the police to side with him against the real estate men, and then transformed onlookers into monsters.

The Falcon attacked the transformed onlookers and turned them back into normal by striking them, but Scatterbrain then turned cars into flying saucers to pursue him. The cars turned back to normal as Scatterbrain's concentration waned, and the Falcon determined the means to defeat Scatterbrain by having Redwing break his concentration long enough for him to get in and strike him down.
