History: (Spider-Man Unlimited#1/3 (fb)) - Steven Polk worked for a construction company, and was the contractor for it. Along with the assistant commissioner of public works, Gerard Anders, Polk became corrupt and siphoned funds out of their city budget, using second hand, sub-standard materials for their construction projects. Due to these sub-standard materials, a section of a hospital that Polk's company had renovated collapsed and buried an infant.

The law could not persecute Polk and Anders, so Cardiac decided to do something about it. Cardiac blackmailed everyone involved with the renovation of the hospital that Polk and Anders had renovated to show up at the skyscraper they were in the middle of building or else he would reveal their illegal activities to the police. Naturally, all the innocent workers didn't know what Cardiac was talking about and didn't show, while Polk and Anders, who were worried that their guilt would be revealed, met with Cardiac.

(Spider-Man I Unlimited# 1/3) - This was all the proof Cardiac needed in determining that Polk and Anders were the only two guilty members of the corporation. Just to make sure, Cardiac scared Polk into admitting his guilt as well as Anders'. Cardiac then killed Anders by throwing him from the top of the sky scraper. He was about to kill Polk, but Polk offered to give Cardiac information on other possible disasters in return for letting him live. Poke revealed to Cardiac that the past two projects he worked on also used sub-standard materials. Cardiac prepared to kill Polk since he didn't need anymore info from him, but at the last second, Polk was rescued by Code: Blue. Several members of Code: Blue protected Polk from Cardiac's relentless attack while other members went on the offensive, attacking Cardiac and luring him away. The battle was too much for the sky scraper, as it was also built using the sub-standard materials by Polk and his company, and a section of it started buckling. Unfortunately for Polk, Cardiac made his way around Code: Blue and back to Polk. Cardiac was about to kill Polk when a member of Code: Blue grabbed Polk and threw them both off the sky scraper and parachuted to the ground. However, Code: Blue had heard Polk's confession and Polk was taken into police custody.

Code: Blue were not allies of Polk. They didn't like him, and took him to jail. But they also saved his hide from certain death at the hands of Cardiac, and I doubt he has any ill will toward them, so I'm putting them under affiliations because while Polk was an enemy of Code: Blue, Code: Blue was not an enemy of Polk

He and Steven Polk became corrupt and siphoned funds out of their city budget, using second hand, sub-standard materials for their construction projects. Gerard pulled some legal strings to somehow make sure they had no culpability for any of their projects that had catastrophic consequences.

The law could not persecute Anders and Polk, so Cardiac decided to do something about it. Cardiac blackmailed everyone involved with the renovation of that Anders and Polk had renovated to show up at the skyscraper they were in the middle of building or else he would reveal their illegal activities to the police. Naturally, all the innocent workers didn't know what Cardiac was talking about and didn't show, while Anders and Polk, who were worried that their guilt would be revealed, met with Cardiac. Anders refused to acknowledge their guilt, but Polk admitted it and Cardiac killed Anders by throwing him from the top of the sky scraper.
