History:
(Thor I#409) - Vinnie Evans worked alongside Lt. Marc Stone, and was investigating with him the recent capture of Georgie the Gyp and Richie Cool, two small-time hoods with advanced hardware they had obtained from Dr. Doom. Doom sent his Time-Bot to the precinct to break the two men out, and Evans took up arms against the Time-Bot, but could not harm it. The Time-Bot cast Vinnie into the past for a few moments before returning him to the present. Vinnie was shocked by the sudden transition, and from seeing dinosaurs.

(Thor I#414) - On Stone's last day as an officer, Evans brought him along to meet with Loki, who was masquerading as a human businessman taking over local crime syndicates. Loki noted that the policemen had no evidence against him, and dismissed them. Afterwards, they received word that a "double zero" (superhuman battle) was going on in the warehouse district, and went to the scene. They arrived to find the Rock Troll Ulik battling Thor and Hercules. Evans attempted to hold Stone back, but he insisted in helping against Ulik, and wound up defeating the creature.

(Thor I#416) - As two armed men wearing masks exited a jewelry store with stolen jewels they were spotted by Lt. Stone and Vinnie from their unmarked car, who were responding to a silent alarm tripped by the robbery. As the car passed the criminals Stone opened his door and hit the two men, knocking them down. Exiting the car, Lt. Stone and Vinnie arrested both men.
