THE CONCLAVE

Membership: Mike Clemson, Manipulator; a shadow cabinet made up of members of every U.S. government organization

Purpose: To secretly control the policies of the United States

First Appearance: Avengers West Coast#84 (July, 1992)

History: (Spectacular Spider-Man II#126 - BTS) - Mike Clemson, a member of the Commission on Superhuman Activities, came to serve the cause of the Conclave.

(Avengers West Coast#84) - Clemson attempted to enlist Spider-Woman as a Conclave operative, but she resigned as an operative of the Commission and refused to work with Clemson any longer. Clemson reported to the Conclave that he had been unable to recruit her, but they noted that she was not essential to their plans.

Simultaneously, the Conclave's agent the Manipulator oversaw the Deathweb's attempt on the life of Liberty Party presidential candidate Michael Galvin in order to install Wilson Lambert as his replacement.

(Avengers West Coast#85) - The Conclave met with the Manipulator to ensure that his part of the mission was going ahead according to plan.

(Avengers West Coast#86 - BTS) - The attempt to install Lambert as presidential candidate ultimately failed after the captured Deathweb revealed they had been hired by him to kill Galvan. Clemson subsequently quit the Conclave.

(Spider-Woman II#3-4) - Still employed by the Conclave, Clemson was sent to aid Spider-Woman in defeating the Manipulator for removing himself and Deathweb from their control. Although Clemson's men were easily defeated, Spider-Woman single-handedly defeated the Manipulator and Deathweb.

Clemson makes a reference to his "true employers" in Spectacular Spider-Man II#126, which would seem to be a reference to the Conclave, but it is unclear when he had begun working for them.
