History:

(Meteor Man I#5 (fb) - BTS) - As a youngster, the racist youth who later became the powerhouse Warhammer was hit hard by his father for stealing the car. At some point, the delinquent gained superhuman powers and became a mercenary.

Later, keen to destroy Meteor Man (Jefferson Reed) and claim the meteorite-based cosmic power for himself, wealthy Armand Skyy assembled a band of mercenaries, adding the powerhouse Warhammer and the technology-suited Exocet to his existing hires, the phasing Ghost Strike and weapon-wielding Malefactor.

(Meteor Man I#5) - Skyy met his mercenary team in person at a firing range. The next day, Skyy's team attacked Meteor Man, with Warhammer landing the first blow. A coordinated attack saw Meteor Man beaten near unconscious. Warhammer held the hero up by his head while his three teammates fired at Meteor Man's body as Skyy watched from a rooftop nearby. But Meteor Man refused to surrender and broke free of Warhammer's grip before downing the others by targeting their vulnerabilities. This left just Warhammer, who charged up his fist and hammer, taunting Meteor Man with a racist remark as they explosively collided. Their fight was interrupted by Meteor Man's nemesis, the equally powered Simon Cain.

(Meteor Man I#6) - Wanting to destroy Meteor Man himself, Cain power-punched Warhammer away, but the villain easily recovered and began smashing the two meteorite-powered men's heads together. Breaking free, they blasted him, but still Warhammer resisted, until Exocet assisted with added firepower, as she had been instructed by Skyy to stop the villain from completely destroying Meteor Man. Warhammer fell inert.

Warhammer's final fate is unrevealed. Given at least two of the other three members of his team died in the final clash, it wouldn't be surprising if he died as well. Or maybe he did survive...?

The origin of his powers is unrevealed, but they do not appear to be connected to his weapon so I assume he is a mutate. They seem tailored to counter Meteor Man's meteorite-based powers, so it is easy to assume that Skyy had him specially augmented to battle Meteor Man (he was referred to as one of Skyy's "secret weapons").
