History: (Falcon II#1) - When the heroic Falcon sought to organize a truce between rival Chicago street gangs the Southstone Rangers and the Spanish Kings, he sent his young ally Patriot to convince Ortiz and the Spanish Kings to agree to a meeting with the Southstone Rangers. Patriot arrived but was attacked by the Spanish Kings but Ortiz fired a gun into the air and ordered the Spanish Kings to chill out. Ortiz then calmly asked the Patriot what he was doing there and upon learning that the Patriot was attempting to broker an end to the gang war with the Southstone Rangers, Ortiz asked why he was not hearing talks of a truce with Dray, the Southstone Rangers' leader. Patriot responded by revealing his own background in a rough neighborhood, prompting Ortiz to tell the Spanish Kings to hear the young hero out. Ortiz also suggested the Patriot speak English, as he felt the Patriot's Spanish was terrible. Eventually, Ortiz agreed to meet with Dray and make attempts at brokering a truce between the two gangs. On the day of the meeting, Ortiz walked to the Falcon's podium alongside Dray and Ortiz extended his hand for a handshake to begin the talks of peace as the Falcon acted as a mediator. Dray, on the other hand, touched the Falcon, freezing where he stood, then pulled out a gun, surprising and killing the shocked Ortiz.

(Falcon II#2 - BTS) - After a lawless riot broke out in Chicago following Dray's murder of Ortiz, the Falcon met with the mystic Doctor Voodoo and revealed to Doctor Voodoo his suspicions that Dray had used some sort of magic to freeze the Falcon in place as Dray killed Ortiz.

Ortiz's eye color was impossible to determine due to the art in Falcon II#1. He is seen up close and we do see his eyes but they appear to be colored white instead of their actual color. If I were to wager a guess, I'd say they were brown to match his darker hair color.
