History:

(Fantastic Four I Annual#13) - When the Human Torch flew around New York City creating designs in the sky with flames, the New York Fire Department was called to the scene by a grumbling bystander and NYFD Captain Forbes went up in a cherry picker to confront the Human Torch. Announcing that the Human Torch had to stop with the fires, Forbes was told by the Torch that he was only trying to give the natives some free entertainment and Forbes replied that while he knew the Human Torch meant well, the city had been dry for three weeks. Human Torch interrupted Forbes to deduce that a "Nervous Nellie" had called the NYFD to report him as a fire hazard and agreed to take his antics elsewhere, not wishing to make Capt. Forbes' job any harder than it was. As the Torch flew off, Forbes thought to himself how much the world owed the Human Torch and how it didn't seem to right to repay that debt by dampening the hero's spirits. Forbes then ordered his men to lower the cherry picker back down to ground level, unaware that the Human Torch was thinking about how people like Forbes were the real heroes.
