History: (What If? I#30/2 (fb) – BTS) – Years, ago, hearing that Black Bolt (working with engineers like Andvari) was planning to move the entire city of Attilan across the globe to the Himalayas to avoid the humans discovering the Inhuman race, Tethys was worried about the Inhuman populace. Despite a history of not agreeing with Black Bolt, Tethys planned to raise concerns.

(What If? I#30/2 (fb)) – Tethys and others shared their concerns with Black Bolt but the ruler moved the city around the globe anyway.

While it isn't entirely clear which in the group of engineers is Andvari, I'm inclined to believe that it is the bearded man in green who is speaking.

I#30/2 (fb)) – Years ago, Black Bolt sought out a team of Inhuman engineers, including Andvari, to help him plan to relocate the entire city of Attilan to keep the Inhumans better protected from being discovered by humans. They successfully transported the entire city across the globe.
