History:
(Iron Man I#136 (fb) - BTS) - Sybil worked for one of London's most prestigious publishing houses. She met Tony Stark on a flight to London.

(Iron Man I#136) - After landing at Heathrow International Airport Sybil asked Tony to let her publish his autobiography. Tony felt flattered, but told her that he was in London on a business trip. Sybil kept charming him and Tony invited her to dinner. To prove her determination to sign him to an exclusive contract she kissed him goodbye.

(Marvel Super-Heroes III#14/1) - Sybil accompanied Tony Stark and James Rhodes to the Royal Science Exposition Grounds where a man marvelled over Stark's Sensonic Drill. Sybil suggested to make the Sensonic Drill a chapter of the autobiography he was writing for her. Tony reminded her that he had not committed to the autobiography yet. When the Luddites attacked Tony told Rhodes to get Sybil to safety.

The next day Tony met Sybil for lunch at Marcel's near Hyde Park. When Sybil suggested that the Luddites had a point in opposing technology, Tony defended technology so harshly that Sybil and Tony ate their escargots fontaine in silence.

Later Tony gave a presentation at the expo for his Sensonic Drill. Sybil and Rhodes were in the crowd and hoped it would be a success. The Luddites attacked once again, but Iron Man defeated their super powered Brother Seraph and the rest were easily apprehended by the authorities. After everything that had went down Sybil called the incident a perfect example of technology run amok, but Tony told her that technology was not the danger but the people using it. Tony, Sybil and Rhodes left the destroyed expo together.

Comments: Created by Peter John Palmer, David Michelinie, Alan Weiss & Bob Wiacek.

Her last name was actually spelled Carmichal in Iron Man I#136. What does the Internet say about that spelling? Apparently it has Scottish origins, which, combined with her workplace, makes it very likely that she was a UK citizen!

Tony had high hopes that he would get more than a kiss out of Sybil, but after the events in Marvel Super-Heroes I doubt that. They were clearly on totally different pages and she was never mentioned again.

The Marvel Chronology Project placed the story from Marvel Super-Heroes III#14 between pages of Iron Man I#136 (July, 1980). The story was probably an unpublisbed story originally meant to be published after Iron Man I#136.
