History: (Astonishing Ant-Man#5) - An employee of the Power Broker, Blacklash was assigned to guard the Moscone Center while the Broker gave a presentation on the Hench app inside. When Ant-Man and Giant-Man arrived to the conference center, she attacked them. She shocked Ant-Man when he tried to run up one of her whips, but was taken down by Giant-Man; she retaliated by entangling her giant foe's ankles with her whips and toppling him. When the Broker finished his presentation and left, she followed him.

I wondered if maybe this was the female Whiplash who was part of the Thunderbolts army during Civil War, but she specifically calls herself "the new Blacklash", so probably not.
