Powers/Abilities: Volpan possessed all the traits common to a member of the Homo Mermani species. An excellent tactician and technician, he served on the Atlantean war council.

History:
(Sub-Mariner I#63) - Namor summoned Volpan and the other members of the Atlantean war council when he discovered Dr. Hydro was threatening to destroy Atlantis with a volcano. As one of Atlantis' premiere technicians, Volpan presented a prepared strategy to stop Dr. Hydro. In the hours that followed, Namor and Volpan worked together to make several adjustments to Atlantean crafts that would certainly shock Hydro. Volpan stayed behind in Atlantis while the crafts took off, half of the crafts blasted away at the volcano from under the sea while the other half drew in the hot steam. Having dealt with the crisis Namor used his modified craft to pluck the semi-solid Dr. Hydro from the sea.
Sometime later Volpan was present when Namor and the Atlanteans returned with Dr. Hydro trapped in an unbreakable container. But Volpan was shocked when he learned Namor planned to shoot the container back to the surface world, feeling that if they would set him free he would surely return to haunt them. Namor assured Volpan that even on the surface world he would be unable to escape his containment and would surely starve to death.
