Powers/Abilities: Wearing a formal suit and top hat, Stilt Man was a daring and very skilled stilt walker. He greatly enjoyed stealing (particularly cash) using his stilts. He used his stilts to hit opponents and smash windows.

History:

(Spidey Super Stories#47/2 (fb) - BTS) - Stilt Man broke into several tall buildings via the roof. In response, Daily Bugle newspaper editor J. Jonah Jameson (incorrectly) accused Spider-Man of the crimes and offered a cash bounty for his capture.

(Spidey Super Stories#47/2) - After robbing a bank tower at night-time using his stilts, walking along rooftops, Stilt Man saw a billboard announcing the Daily Bugle's bounty. Satisfied Spider-Man had been wrongfully blamed for Stilt Man's crimes, he nevertheless coveted the cash reward and the next day soon found Spider-Man in a web hammock suspended between buildings. Despite triggering Spidey's spider-sense, Stilt Man caught him and dragged him toward a police station. Thinking Spider-Man was the crook due to incorrect news, Spider-Woman found the two and tackled the hero. Stilt Man watched and hoped to catch both spider heroes, attacking Spider-Woman after she knocked out Spider-Man. Realizing her mistake and with Spider-Man's fast recovery, the two heroes joined forces and toppled the thief. Defiant, Spider-Man webbed Stilt Man to the billboard and left him there without his stilts.

Despite the similar name (missing the hyphen), this does not appear to be the Earth-57780 counterpart to Earth-616's Stilt-Man (Wilbur Day).

His stilts seemed to sometimes vary in length, so maybe he did have minor extendable leg extensions.
