History:
(Stan Lee Presents The Mighty Marvel Superheroes Fun Book#1 (fb) - BTS) - The Garbler was a hero looking for work.

(Stan Lee Presents The Mighty Marvel Superheroes Fun Book#1) - The Marvel Bullpen gave him an important message he was supposed to pass on and he screwed up by mixing up the words while transmitting it to everyone.

Comments: Created by Owen McCarron (writer/artist).

The Garbler had a one-page appearance in a black & white the Mighty Marvel Superheroes Fun Book#1 co-published by Marvel and Simon & Schuster as part of the Marvel Fireside Books label. His true nature is completely unknown, but it is possible he was a human mutant.

I think it is safe to assume that the Vowel Snatcher and Garbler were original characters created by McCarron for use by Marvel Comics ... It's possible that Stan Lee himself might have had some input, but in the preface written by Lee, he states the following:
"I just can't sign off without first thanking our titanically talented Canadian cousin, Owen McCarren [sic], for the brilliant job he did in formulating and illustrating the material for this book. His clever concepts and delightful drawings make me wish I were a kid again."
   The use of the phrase "clever concepts" would seem to indicate that Owen came up with the ideas for the characters himself.
