Powers/Abilities: Keith Bayard spent years working in the Foreign Service. He was a politician who had specialized in his work in the country of Delvadia, where he cultivated relationships with local operatives. It was unrevealed how extensive his combat training was but Keith could ride a horse and wield a gun.

History:
(Daredevil I#75 (fb) – BTS) – In the war-torn country of Delvadia, a man took on the guise of military hero el Condor, leading revolutionary forces and planning to take over the government. When the American ambassador was kidnapped, Jerome Villiers was appointed to take his place and Keith Bayard became his second counsel, having worked with Villiers for six years. Bayard himself had worked in the Foreign Service for eight years. During his service, he once commanded some of the men in the Delvadian army, including Chino Guardio.

(Daredevil I#75) – As Villiers thought about his wife Cathy back home, he was attacked by el Condor's men, including Carlos, who swiftly escaped. Keith Bayard had Jones call for an ambulance then Bayard questioned Daredevil. The ambulance arrived to pick up Villiers but it was staffed by el Condor's men, including Juan, and they delivered Villiers to el Condor. When loyal Domingo gave news to el Condor, the villain savagely beat him in anger then he assembled his army, riding to fight while Carlos stayed to guard Villiers. Bayard rushed off to take action himself, summoning Chino Guardio from his home, leaving Mia Guardio behind, and they gathered more men to fight back on horseback. An open gun battle broke out, and both Guardio and Bayard were shot, then Bayard was captured.

(Daredevil I#76) – As Bayard was taken captive, Daredevil rushed to aid Chino Guardio but Domingo and Hidalgo closed in on Daredevil and Chino. The hero fought the men until they threatened Chino, forcing Daredevil's surrender. Condor and Carlos revealed their plan to take over the capital of Delvadia when the militia came looking for their hostages and they revealed that they had thirty armed helicopters to aid in their attack. Mia Guardio warned "Foggy" Nelson and the Americans, who rushed out to find el Condor, working with Miguel. Daredevil was tied up next to Bayard but the hero escaped and freed Bayard as well then he attacked the helicopter piloted by el Condor's men, avoiding Condor's pet bird, and they both fell to the ground. El Condor was believed killed when lightning struck the statue of the old el Condor. Bayard and Chino promised to keep quiet about Daredevil's involvement.

Carlos

(Daredevil I#75) – Carlos worked for el Condor in Delvadia, seeking to overthrow the government in rebellion. He attacked American ambassador Jerome Villiers, wounding him, then Carlos was attacked and driven away by Daredevil. Carlos was later left to guard the captive Villiers.

(Daredevil I#76) – Carlos was present when el Condor revealed his helicopters to Daredevil and Keith Bayard. Later, el Condor was seemingly killed.

Chino Guardio

(Daredevil I#75 (fb) – BTS) – A native of Delvadia, Chino Guardio worked closely with American Foreign Service worker Keith Bayard for years. He eventually married Mia and settled down with children.

(Daredevil I#75) – Keith Bayard, now working at the American embassy in Delvadia, sought out Chino for help when the ambassador Jerome Villiers was kidnapped by el Condor and his revolutionaries. Chino and Keith rode on horseback to confront the rebels but both were shot. Keith was taken captive.

(Daredevil I#76) – Daredevil and the wounded Chino rode into el Condor's base and both were captured after a brief fight with Hidalgo and Domingo. Later, el Condor was seemingly killed and the rebellion fell apart. Chino returned to Mia and his family.

Mia Guardio

(Daredevil I#75) – Wife of Chino Guardio and mother of their children, Mia Guardio was concerned with Keith Bayard recruiting her husband to help in the fight with el Condor.

(Daredevil I#76) – Mia rushed to the American embassy in Delvadia to ask "Foggy" Nelson to look in on Chino. After el Condor was seemingly killed, Mia saw Chino come home, wounded but okay.

Jones

(Daredevil I#75) – An employee of the American embassy in Delvadia, Jones was sent to call an ambulance by Keith Bayard after Jerome Villiers was wounded. Daredevil had just driven off the attackers, including Carlos.

(Daredevil I#76) – In Delvadia, Miguel helped "Foggy" Nelson rush from the American consulate to the rebellion of el Condor.

Domingo

(Daredevil I#75) – Domingo worked for el Condor in Delvadia, seeking to overthrow the government in rebellion. Domingo enthusiastically kept an eye out for their enemies but when he delivered intel to el Condor, Domingo was hit for interrupting el Condor's thoughts.

(Daredevil I#76) – Domingo worked with Hidalgo in battling Daredevil and Chino Guardio. Daredevil fought back hard until they threatened Chino then Daredevil was forced to surrender, delivered to El Condor as a captive. El Condor was later seemingly killed and the rebellion fell apart.

Cathy Villiers

(Daredevil I#75 (fb) – BTS) – Cathy Villiers saw her husband Jerome take the position of American ambassador to Delvadia and she grew frustrated with his long work hours. He was later briefly kidnapped by el Condor.

Jerome Villiers

(Daredevil I#75 (fb) – BTS) – In Delvadia, when the American ambassador was kidnapped by el Condor, Jerome Villiers was appointed in his place. Working with Keith Bayard as his second counsel, Villiers put in long hours, frustrating his wife Cathy.

(Daredevil I#75) – Villiers was attacked by el Condor's men, including Carlos, and they badly wounded him. Daredevil rushed in to help him, and Jones called an ambulance, but it was el Condor's men who showed up in a fake ambulance, and they took him hostage.

(Daredevil I#76 – BTS) – Villiers was later rescued after el Condor was seemingly killed.
