Powers/Abilities: Targo was a very skilled gunfighter, brawler and horse rider. He had a firm belief in the democratic process and the establishment of law and order.
(Kid Colt Outlaw#139/3 (fb) - BTS) - Targo was a traveler whose past had become shrouded in rumors that he may have once been a lawman or a son of Sam Houston, or possibly even a ghost.
(Kid Colt Outlaw#139/3) - Traveling new lands, Targo came across two men tearing down a political poster for an upcoming local election and was promptly involved in a brawl in which he emerged the victor. He rode into the town of Royal Valley and found the people fearful, soon finding mayoral candidate Judge Layton campaigning for law and order only to be then dragged behind a horse with the thuggish rider warning the Judge to clear out of town. Targo stepped in and rescued Layton, scaring off the thugs. Layton and his daughter told Targo of the efforts of the local crimelord, Blackie Billis, and his gang to maintain their criminal activities by disrupting the election. Targo went to the local saloon where he was soon confronted by Billis. A brawl followed, ending with Targo shooting at Billis but letting him live, ordering the crook to leave town. Despite the Laytons' request for him to stay, Targo ventured on.

Sam Houston, whom Targo was rumored to be related to, was a notable figure in Texas' history.
Royal Valley is a town in Kansas, USA, although it's unknown if this is the same that Targo rode through in this tale.

Blackie Billis was the local crimelord in town of Royal Valley. He and his gang were branded as responsible for the local thefts and murders. Billis felt threatened by Judge Layton's pro-law campaign and had his men tear down the Judge's campaign posters and attack the candidate. He was soon confronted by the traveler Targo. A short gunfight in his saloon followed after which Billis fled the town.

Layton was the judge in Royal Valley and was running for mayor on a campaign for law and order, targeting the the thief Blackie Billis. He was harassed and had his election posters torn down by Blackie's men, at one point being dragged behind a horse until he was rescued by Targo. He was grateful to Targo for getting rid of the criminal, as was his daughter.
