Powers/Abilities: Vassily Serchev was a normal human with high ideals to foster art, culture, education and freedom of the press in Latveria.

History:

(Marvel Adventures Fantastic Four#42 (fb) - BTS) - World pressure pushed Doom to hold general elections. The opposition party leader, Vassily Serchev, stood against Victor von Doom for Supreme President of Latveria - and won. He emailed Mr. Fantastic to invite him to attend the inauguration. Within a week of his election, greater freedom of the press had been already granted. However, problems arose and he felt he had to consult with his political rival, Dr. Doom.

(Marvel Adventures Fantastic Four#42) - Suspicious as to how Doom would respond, the Fantastic Four journeyed to Latveria and were met by Supreme President-Elect Serchev. Clartov, who had joined Serchev's campaign months before, turned out to be a robot and attacked the Fantastic Four, who easily destroyed it; this left Serchev stunned. He was also overwhelmed at the work ahead, with many of the superstitious populace already protesting against him and gas shortages loomed. He told the superhero team that he hoped that they would act as a type of bodyguard when he spoke with Doom about resolving problems facing the small nation. Doom already had plans to control the country with Serchev effectively the face of the government. However, Doom was secretly undermining Serchev's efforts with robots organizing protest rallies plus a dam break to stage his would-be noble sacrifice to save a nearby town. This triggered the population's sympathy for Doom and protests against Serchev for failing to make immediate changes and he was ready to sign a document to relinquish his presidency to the newly found Doom but was suddenly stopped by the Invisible Woman. Doom eventually gave up when the Fantastic Four uncovered his insidious plot and they asked Serchev if Doom would now be put away in a Latverian prison.

I'm betting there's not a lot of shelf life to this character if Doom's past political antics are anything to go by.
