(New Avengers: Luke Cage#3 (fb) - BTS) - Woodward Himes grew up in a poor neighborhood of Philadelphia, eventually becoming a wealthy businessman. However, he was also a drug trafficker and laundered his drug money by buying real estate in the city's run down areas, using enforcers like Lionfang and Jimmy Eales to keep his turf away from other crimelords, such as New York-based Mr. Negative.

(New Avengers: Luke Cage#1,2) - As head of the North Philadelphia Alliance for Growth, Himes promoted himself in the media as a community leader seeking others' investment in the poorer areas of the city.

(New Avengers: Luke Cage#3 (fb) - BTS) - On the trail of druglords, Luke Cage found Lionfang, who refused to reveal his employer's name, although the villain's calls were traced to Himes' phone number. Cage then intercepted a major drug delivery and destroyed the goods and the car before going after Himes, informing the drug trafficker's various buyers that the shipment had been destroyed and giving them Himes' phone number.

(New Avengers: Luke Cage#3) - Cage confronted Himes directly and told him what he had one. Although Himes denied his accusations, he realized the trouble he was now in and turned himself in to the police. He later pled guilty to charges of drug trafficking and money laundering.
