Powers/Abilities: The Supreme Hydra was a capable leader of HYDRA, and a fair manipulator of men. He had access to a variety of advanced HYDRA technology.

History: (Incredible Hulk II#132) - When the Hulk was being held by General Ross, HYDRA sent a vehicle to bring the Hulk's friend Jim Wilson to one of their bases. The Supreme Hydra attempted to befriend Wilson, and showed him films of the Hulk being attacked by the military, then claimed that he could end the Hulk's suffering if Wilson helped them break the Hulk out. Wilson agreed. After Wilson arranged to have a grating in the ceiling above the Hulk's cell left open, the Supreme Hydra arrived in a craft and raised the Hulk and Wilson aboard with a magnetic grapple. With the Hulk before him, the Supreme Hydra gloated that now he could brainwash the Hulk into being HYDRA's servant, and Wilson was furious that he had been tricked. The Supreme Hydra ordered Jim Wilson's death, but the Hulk revived and broke free, attacking HYDRA. The Hulk easily beat the Supreme Hydra's men, and began to smash the ship, ruining the anti-radar device which shielded them from the Air Force. With a task force of jetcopters approaching, the Supreme Hydra was forced to abandon the ship with his men.

(Incredible Hulk II#154 (fb) - BTS) - The Supreme Hydra oversaw the creation of a lethal virus called Virus Nine. When the U.S. government assigned Henry Pym to find a means to combat Virus Nine, the Supreme Hydra broke the Chameleon out of prison and hired him to impersonate Pym and steal his notes on Virus Nine.

(Incredible Hulk II#154) - As a bonus, the Chameleon brought with him the Hulk, whom he found in Pym's laboratory and shrunk down to size in order to capture him. However, the Hulk was still a force to be reckoned with regardless of size, and began to attack the Supreme Hydra's men. They managed to knock the Hulk out by crushing him with a steel press, but Pym arrived as Ant-Man and saved the Hulk. Ant-Man spread cleaning fluid around HYDRA's base, then lit a match, taking out their forces.

(Aurora Model Kit Comic) - The Supreme Hydra dispatched the Mammoth robot against the Hulk in another attempt to harness the Hulk's power. They attempted to drain the Hulk's power into Mammoth using a neuron ray, but the Hulk was able to fight back against them, and scattered their forces. The Supreme Hydra and his men retreated.

The Official Handbook of the Marvel Universe Deluxe Edition#6 entry on HYDRA identifies Supreme Hydras such as this individual as being leaders of HYDRA factions who "pretentiously" assumed the title of Supreme Hydra after Strucker's seeming death.

Agent W was an agent of HYDRA who was assigned by the Supreme Hydra to specially breed rats to spread Virus Nine. When the miniaturized Hulk ran amok in HYDRA's base, Agent W unleashed his rats to hunt and kill the Hulk, but the Hulk bested them.
