Powers/Abilities: The Bullet-Proof Man was a skilled pick-pocket who could quickly exchange live ammunition for blanks on his opponents' belts, and would then challenge them to a gunfight, making himself seem invulnerable when the bullets failed to harm him.

History: (Rawhide Kid I#26/4 (fb)) - Cack Clugg, the Bullet-Proof Man, had built up a wicked reputation in his town, casually drawing his gun slowly during a gunfight, while all those he challenged would fail to harm him. Over half a dozen men were defeated by Clugg.

(Rawhide Kid I#26/4) - Clugg's actions were witnessed by the Rawhide Kid. When Clugg started to pester a local woman named Mary Jones, the Rawhide Kid stepped in, and kicked him in the behind. Clugg set up a gunfight with the Rawhide Kid, believing he would win as always, but instead of using his gun, the Kid pulled out a lasso, and caught Clugg's gun from his hand, then beat him to the ground. The Kid then revealed to onlookers that Clugg was a pick-pocket, and that his seeming bullet-proofness was all a sham.
