Powers/Abilities: Third Rail had electrical powers. He could generate sparks (and possibly more). He could make himself glow and he wore a lightbulb around his neck, which illuminated when he used his powers.

History: (Deadline#1 (fb, BTS))- At some point the Third Rail was captured by police and sent to Rikers. Eventually, he was released.

(Deadline#1)- A week after being kicked out by Midnight for hassling girls, the Third Rail returned to the bar "Doc Holiday's" and was kicked out again. Being followed by Kat Farrell, the Third Rail went into an alley, then jumped her. Before he could do hurt her, the Judge appeared. Third Rail attacked the Judge, but was killed when the Judge released the spirits on him, making him his eighth victim.

His criminal career prior to his prison stay was not revealed, but I'd think his victims were mostly women. The source of his powers was also unrevealed. He's likely a mutate or a mutant.
