Powers/Abilities: The Overlord didn't seem to have any powers of his own, aside from being a weird jack-in-the-box-looking guy. Using the Mediocritizer he could control the minds of others.

History: (Slapstick#1 (fb) - BTS) - When the Scientist Supreme accidentally created the Psychoradiatomic Mediocritizer, the eventual Overlord was able to use the device to take over the minds of the population, and thus reality itself. He imprisoned the Scientist Supreme in case he should invent anything else beneficial, then turned his sights to conquering the dimension of Earth.

(Slapstick#1) - The Overlord had his clowns go to Earth and pose as carnival workers running Nightshade and Dark's Pandemonium Carnival. The clowns kidnapped a variety of Earthlings and brought them to Dimension X where the Overlord took over their minds with the Mediocritizer. These actions attracted the attention of Steve Harmon, however, who with the aid of the Scientist Supreme became Slapstick and attacked the Overlord. The Overlord used the Mediocritizer in an attempt to control him, but Steve's unwillingness to conform protected him. Slapstick destroyed the Mediocritizer, disrupting the Overlord's control of his reality. Slapstick then shut the Overlord up in his box and hurled him into the distance with his mallet.

I never read the X-Treme X-Men story, but I have strong doubts that the Dimension X that appeared there was this one...

The name of the carnival -- Nightshade and Dark's Pandemonium Carnival -- was probably inspired by Cooger & Dark's Pandemonium Shadow Show, the sinister carnival from Ray Bradbury's book, "Something Wicked This Way Comes".

The Evil Clowns from Dimension X were presumably the natives of that dimension under the control of the Overlord. They were sent to Earth to pose as a carnival and kidnap Earthlings. Their plot was noticed by Steve Harmon, who followed them to Dimension X, became Slapstick and put an end to their Overlord's reign. They chased Slapstick, but he escaped back to Earth just as the portal closed.

The Psychoradiatomic Mediocritizer was an accidental creation of the Scientist Supreme which was put to use by the Overlord of Dimension X to take control of the minds of that dimension's populace. Once he controlled the minds he controlled reality itself "because once you can control what people believe, what they believe will eventually become fact." As the Overlord attempted to use the Mediocritizer to conquer Earth, it was destroyed by Slapstick.

The former Scientist Supreme of Dimension X (Julius T. Flakfyser, Doctor of Forbidden Sciences) accidentally created the Psychoradiatomic Mediocritizer, which allowed Dimension X to be overrun by the Overlord. The Scientist Supreme was imprisoned in a laboratory in case he invented something else the Overlord could find useful. One day, when Steve Harmon came to Dimension X and his body was converted to living unstable molecules, the Scientist invented things that would allow him to become Slapstick. The scientist explained the situation to Steve, then faked heart trouble as motivation for Steve to avenge him by overthrowing the Overlord. Given their inspirations, it would not be unlikely to assume that the two guys who worked with the Scientist were his brothers.
