Iron Moth's battle with Tom Thumb took place early in Thumb's career, before he became a member of Squadron Supreme.

I'm guessing from his appearance that the Iron Moth was a technology user, but it's also conceivable that he was a mutant, mutate or extra-terrestrial.

I hope you weren't expecting an epic profile on a character that appeared in exactly one panel. His appearance was part of a WSQS-TV program that documented the late Tom Thumb's career.

   The Atom, a DC character whom Tom Thumb very loosely parallels, battled a villain called the Bug-Eyed Bandit whose gimmick involved robotic insects. Presumably an "Iron Moth" might fit this description. Alternately, the Iron Moth could be a reference to minor Batman villain Killer Moth; he visually resembles Killer Moth quite a bit.
