Powers/Abilities: The Surveyor is a genius time
traveler, knowledgeable in the use and repair of a belt-mounted
time-travel device. He is armed with a "high impedance short-range ion
synthes"[-izer] electric energy discharge weapon and a chronal
teleportation belt. He also carries adanced surveying equipment. The
Surveyor has basic hand-to-hand combat skills. He is a thief and
dismissive of those from past eras.

History:
(Red Wolf II#1 (fb) - BTS) - The Surveyor came from a
point in the future of the Old West era of the town of Timely
(Earth-51920). Opportunistically hoping to stake a claim on a "great
convergence", he traveled back to circa 1872, surveying Roxxon silver
mine sites with his advanced devices.
(Red Wolf II#1) - The Surveyor emerged from a mineshaft,
the residual glow of a time portal behind him. He was quietly observed
by hidden Luyu, Sheriff Red Wolf's mother. She later told Red Wolf she
had had seen a stranger.
(Red Wolf II#1 (fb) - BTS) - The Surveyor killed two at
the Michaels' Homestead using his energy gun. He made his way fast to a
secluded mineshaft and killed a wolf mother. The Surveyor later used his
weapon to grievously injure Deputy Alex, left alone by Red Wolf while he
investigated.
(Red Wolf II#1) - Now at night and raining, Red Wolf returned to his mother to have her inspect the unusual wounds, but angry and suspicious townsfolk closed in, blaming Native Americans for the deaths. The Surveyor emerged, annoyed that the local townsfolk had interfered with his activities. Recognizing the true enemy, the townsfolk attacked him, but were easily repulsed and several injured or killed by the villain. Red Wolf threw a well-aimed knife at the Surveyor, damaging the chronal belt and causing a small dimensional explosion that enveloped the Surveyor and Red Wolf, and shunted them to modern-day Earth-616.
(Red Wolf II#4) - Now working with local police in Santa
Rosa, Red Wolf chased thug enforcers Rattler and Boxy, but the latter
used a taser on Red Wolf, which gave him a flashback to fighting the
Surveyor.
(Red Wolf II#5) - In the wilderness, the Surveyor used his
advanced surveying equipment that traced the contours of the land, but
also highlighted the brain and heart of two distant wolves. He packed up
the equipment and left. Later, after apprehending Rattler, Red Wolf and
Deputy Daniela Ortiz were confronted by the Surveyor after chancing upon
a cave.
(Red Wolf II#6) - Vengeful, the Surveyor fired electric
bolts at Red Wolf and his companion. Red Wolf pushed the Surveyor back
into the deep cave where a stray blast collapsed the opening. Despite
scant light, Red Wolf threw a rock that smashed the Surveyor's eyepiece.
Arguing, the two tumbled backward deeper into the cave, fighting each
other. They stopped at the edge of a crevice; the Surveyor chose to fall
over and activate his chronal belt, suggesting the two would meet again,
and disappeared in a bright flash.

An interesting character that should be fleshed out further. He may have landed in another reality (future timeline).
