First Appearance: Spectacular Spider-Man
Adventures#54 (24th November 1999)
History:
(Spectacular Spider-Man Adventures#54 (fb)) - Earth-991154 was a world
ruled by Red Skull and his "brotherhood of evil." One of its heroes was
the Scarlet Spider.
(Spectacular Spider-Man Adventures#54 (fb)) - On Earth-9411, A.I.M. scientists created a Cosmic Cube and trapped a being of pure energy inside it (see comments).
(Spectacular Spider-Man Adventures#54 (fb) - BTS) - On Earth-991154, Red Skull's scientists broke the dimensional barriers and learned of Earth-9411's Cosmic Cube, believing it to be unique in the Multiverse (see comments), which prompted the Skull to travel to Earth-9411 in order to steal it.
(Spectacular Spider-Man Adventures#54 (fb)) - Somehow having learned of Red Skull's plans, with the help of his Earth's Reed Richards, Scarlet Spider sought out other spider-heroes from across the Multiverse to stop the Skull.
(Spectacular Spider-Man Adventures#54 (fb) - BTS) - Scarlet Spider recruited Spider-Girl, Spider-Man X, Super-Spider and others into the Spider-Legion (see comments).
(Spectacular Spider-Man Adventures#54 (fb) - BTS) - On Earth-9411, S.H.I.E.L.D. seized A.I.M.'s Cosmic Cube.
(Spectacular Spider-Man Adventures#54) - On Earth-9411, when a S.H.I.E.L.D. convoy transporting the Cosmic Cube to Project Pegasus was attacked by Red Skull and his army, Spider-Man crossed paths with "Web Copter" Spider-Man on his way to the scene, assuming him to be a wannabe. Shortly afterwards the rest of the Spider-Legion arrived to help, with Scarlet Spider quickly introducing himself and some of the others to Earth-9411's Spider-Man. After the Skull obtained the Cosmic Cube and unleashed its power on everyone, Spider-Man found himself inside the Cube, which revealed itself to be sentient. The Cube explained its origins and the Skull's plans to Spider-Man, and begged him to help the Spider-Legion set it free.
Back on Earth, Spider-Man briefed an incredulous Spider-Girl on what the Cube had told him, while Scarlet Spider and Spider-Man X fought the Skull. Assisted by the Spider-Legion, and thanks to the Cube's protection, Spider-Man endured the Skull's attacks long enough to struggle with him and free the Cube's energy, which thanked Spider-Man and sent the Skull along with his army back to Scarlet Spider's Earth powerless. Scarlet Spider then suggested Spider-Man to join the Spider-Legion.
Comments: Created by Alan Coswill and John Ross.
The team is obviously inspired by the 90s Spider-Man cartoon finale. The story also takes some cues from Tales of Suspense I#79-81, the Cosmic Cube's debut.
The "being of pure energy" inside the Cube might have been Kubik's Earth-9411 counterpart.
The Cosmic Cube is obviously not unique in the Multiverse, maybe Earth-991154's scientists didn't look hard enough into other universes. The Cube also believed itself to be unique for some reason.
Spider-Girl mentioned "an invisible Spider-Man no one's seen for years," so how long has the Spider-Legion been active? Although she might have been just joking.

Scarlet Spider is a clone of his Earth's Peter Parker, which he hid from the Spider-Man of Earth-9411 upon meeting. He's never referred to as Ben Reilly, but I think the intent was clear. His backstory is likely inspired by Earth-98311's Scarlet Spider's, which makes me wonder about the exact motives behind his creation. --Spectacular Spider-Man Adventures#54 |

“Spider-Man X” is able to shapeshift into a large, monstrous creature and retain his sentience. He was recruited by Ben Reilly-991154 into the Spider-Legion and visited Earth-9411, where, with the assistance of the local version of Spider-Man, he tried to prevent the Red Skull-991154 from acquiring the Cosmic Cube. Aka “ --Spectacular Spider-Man Adventures#54 Note: He was said to come from "Earth X,” but there is not reason to think that he is from Earth-9997 from the Earth X series. He is possibly based on Spider-X (Brian Kornfield) of Earth-616, whom he resembles. |

A caped Spider-Man with the power to fly. "Super-Spider" may be the same
as this Spider-Man, also unofficially dubbed "Super
Spider," also flying and wearing a cape and a suit with a
Superman-style chest insignia

Using alien technology,

similar technology to counter them; Spider-Man also had a Web Car
