Powers/Abilities: Like many people of his time,
Sheffield could jaunt, teleporting to and from locations (as long as he
had knowledge of both origin and destination points) up to 1000 miles
away. He could make long jumps in succession to travel transcontinental
distances. 
Hypnotically
fulminated for an immediate and incapacitating attack upon encountering
Gulliver Foyle, Sheffield could strike swiftly and drop Foyle despite
Foyle's numerous enhancements, including an ability to move at vastly
superhuman speed.
Additionally, Sheffield's salivary
glands had been prepared to release a drug -- in
response to the stimulation of encountering Foyle
-- that could incapacitate
Foyle (and presumably others). The drug had to be instilled in the
victim's body somehow, and Sheffield could slice open a victim's skin
with his own fingernails to give the drug access to the victim's body.
He also wielded a gun, and he could
fire at close range with great accuracy, merely grazing a target if
desired. He additionally used the pistol itself to batter a victim.
History:
(The Stars My Destination Graphic Story Adaptation, part 2, chapter 7 (fb) - BTS) - Regis Sheffield was the lawyer of the wealthy Presteign, and he was considered a Terran patriot.
At some point, Sheffield became an
agent of the Outer Planets, the occupied moons of Jupiter, Saturn and
Neptune, who were at war with the inner planets Venus, Earth and Mars.
After Gulliver Foyle had acquired PyrE, a pyrophoric alloy that could be detonated via will and idea, and had demonstrated the ability to space-jaunt (traveling far beyond the distance others could jaunt), Regis was hypnotically programmed (see comments) for an immediate and incapacitating attack upon encountering Foyle. Additionally, his salivary glands had been prepared to release a drug that could incapacitate others in response to the stimulation of encountering Foyle.
(The Stars My Destination Graphic Story Adaptation, part 2, chapter 7 (fb) - BTS) - Over a year later, Foyle, driven by a guilty conscious for those he had harmed in his mad quest for vengeance, traveled to Sheffield's office to give himself up.

Sheffield apparently defeated Djargo-Dantchenko in civil court,
achieving judgment and damages. As usual after such a success, he was
pleased and complacent. He stopped off in Blekmann's in Berlin, Germany
for a drink and some talk; had a second helping at Quai D'Orsay in
Paris, France; and a third in the Skin & Bones opposite Temple Bar
(presumably in London, England).

Story Adaptation, part 2, chapter 7) - Sheffield returned to his office,
pleasantly illuminated. Greeted by his secretary with a handful of
memo-beads, Sheffield proclaimed his victory,
took the beads, juggled them and then tossed them into unlikely
receptacles all over the office, including the open mouth of a gaping
clerk. 
Informed of an unidentified man waiting in his office who had left him an envelope containing two 50,000 credit notes, Sheffield met with the man -- not recognizing him as Foyle had had his elaborate tiger-marking tattoos removed -- who discussed wanting to turn himself in for crimes including robbery, rape, murder, blackmail, treason and genocide. Foyle explained his reason as having developed a conscience, and he vaguely noted that there was also a girl who had to pay for her crimes (meaning Olivia Presteign), but Sheffield still had a difficult time taking the man seriously.
However, Sheffield's assistant that jaunted into the room, unaware that he had company, but then recognized and proclaimed the visitor as Geoffrey Fourmyle of Ceres, an alias of Gulley Foyle. Upon hearing this, Sheffield's post-hypnotic programming was triggered, and he suddenly struck Foyle without thought in the temple, throat and groin. With Foyle stunned, Sheffield spit his own toxic saliva into his own palm, slashed a hole into one of Foyle's arms with one of his fingernails, pressed the spittle into cut and pinched the skin together.
Foyle made a strange cry, and Sheffield swung him over and his shoulder and jaunted into Old St. Pat's, which he knew had been Fourmyle's laboratory and likely where he had kept the PyrE. Prepared to deal with anyone he might meet, Sheffield instead found the place having been abandoned and looted, and he dropped Foyle on the ground and pulled out his gun. After Foyle woke up, Sheffield advised him of his condition and warned him against moving or jaunting. When the dazed Foyle tried to stand, Sheffield fired a shot that seared his shoulder.
After Sheffield answered Foyle's query
that he wanted the 20 pounds of PyrE and that he wanted Foyle
specifically, Foyle called him a maniac, as he had come to his office to
give up. Sheffield then revealed that he was secretly an agent of the
Outer Satellites as well as the fact that Foyle had previously
space-jaunted, teleporting an unheard of 600,000 of miles through space
during the encounter that had put Foyle on his initial mission. Having
been delirious at the time, Foyle had not remembered having
space-jaunted.
Sheffield clarified that he wanted the location of the remaining PyrE, after which he would take Foyle out to the Outer Satellites, where they would get the secret of his space-jaunting out of him, one way or another.

BTS) - Bunny jaunted into the Central
Intelligence's New York offices where he informed Y'ang-Y'eovil
that
Sheffield had captured Foyle and had him in Old St. Pat's. Based on a
previous discussion (which had involved Saul
Dagenheim, Jisabella McQueen and Presteign of
Presteign), the thought-projector Robin Wednesbury detonated all of the
PyrE on the planet that was not protected by lead.

While 17 pounds of the PyrE had been still-encased in lead and was
protected from the detonations, small amounts of free PyrE caused massive
devastation.
Within St. Pat's Sheffield was torn to pieces by the explosions. Somehow apparently protected by nearby tents, Foyle survived.

Sheffield's corpse and the still-living Foyle.

The Stars My
Destination is a very interesting read. I encourage you to read it if
you can find it.
The story says that Sheffield was hypnotically fulminated. As far as I know, fulminate means violent protest or explosion (like lightning).
I'm assuming "Old
St. Pat's" is a reference to St. Patrick's Cathedral in midtown
Manhattan, but maybe it's something else. Wikipedia agrees with me, but
I couldn't find the reference in the story.
I'm not positive
whether Sheffield was empowered by agents of Presteign or by his allies
in the Outer Planets.
Earth-569212 Humanity colonized Earth’s
solar system, learned how to jaunt (teleport) around the turn of the 24th
Century. As the populations of outer planetary satellites (Callisto,
Europa, Ganymede & Io of Jupiter; Rhea & Titan of Saturn; and
Lassell of Neptune) warred against the inner planets (Venus, Terra &
Mars), Gulliver Foyle shared the power of PyrE with multiple nations on
Earth in hopes that society would elevate itself while preventing the
government from controlling them. The Stars My Destination (1992)
Note: Original novel is from 1956, but I believe the graphic novel is
different enough to consider it different from the original.
