Powers/Abilities: A heroin dealer, Roy-L.T. manipulated others as he desired and killed (or had killed) those who crossed or failed him.
He was served by numerous armed agents. The power of his organization allowed him to manipulate and kill police officers with impunity.
A large and presumably strong man, Roy-L.T. was experienced with handguns and willing and able to shoot and kill as he saw fit.
He smoked cigarettes, which would give
him a characteristic odor and affect his endurance.
History:
(Criminal#1
(fb) - BTS) - Drug kingpin Roy L.T.'s agent Delron was busted with a
briefcase containing 32 kilos of uncut heroin, worth over $900,000.
Seeking to recover the heroin, Roy-L.T. employed corrupt cop Jeff to
recover it, and Jeff worked with professional criminal Seymour, who
enlisted Leo Patterson and Greta Watson (whom they duped into believing
they were recovering diamonds from police custody), and Patterson
recruited his own associate Donnie.
Roy L.T. had a man named Nelty bound and gagged..
(Criminal#1) - After his associate Seymour
confirmed that Leo Patterson had agreed to the job, Jeff called Roy L.T.,
who confirmed that he was available, neither sleeping nor engaged in
sexual activity. After Jeff told him that everything was on schedule, Roy
L.T. advised him that it had better be, as if this went awry, there wasn't
going to be any chance to chance to fix it. He clarified that he wanted
all of his $#!+ back or he would kill Jeff, his partners and anyone else
who got in the way.
After hanging up, Roy L.T. asked Nelty where they had
been in their discussion...
(Criminal#3 (fb) - BTS) - Jeff and fellow corrupt
police officer Larry joined Leo and his associates in robbing the police
vehicle to recover the briefcase containing the heroin. Jeff and Larry
presumably attempted to kill Leo and his associates, and they succeeded in
killing Donnie and wounding Greta, but Leo escaped with both the briefcase
and Greta. Leo escaped to a rural house and had a surgeon associate
operate on and save Greta.
(Criminal#3) - Roy-L.T. met with Jeff and Larry,
with his agent Marvin restraining Jeff while another agent battered Larry.
When Jeff told Roy to leave Larry alone as it wasn't his fault, Roy-L.T.
had Marvin batter Jeff who nonetheless argued that they had gotten Delron
a walk and that while they had lost the suitcase, it didn't show up in
court.
Roy-L.T. then clarified that he was having Jeff beaten
for calling him Roy, explaining that his name was Roy-L.T. and that he was
going to be king of this town. Stating that the king did not allow
failure, Roy-L.T. shot and killed Larry. He then related that while he
didn't have to do that but that he did it anyway, and, leveling his gun at
Jeff, he stated that he also did not need to let Jeff walk out of there.
When Jeff assured him that he could find Leo and recover the briefcase, Roy-L.T. noted his trust issues after Jeff's failures and insisted that Jeff work with Delron. He further advised Jeff that if Delron saw him messing up, he would be dead, just like his partner, Larry.
(Criminal#4-5 (fb) - BTS) - Delron and Jeff slew
Greta's mother and took Greta's daughter, Angie, hostage. When Greta
called her mother to let her know where she was, Delron and Jeff got the
message and went to Leo's rural home and slew Greta, although Leo still
had briefcase and the heroin. Delron and Jeff left Seymour at the house to
explain to Leo that they had Angie in order to force him to return to the
heroin in exchange for Angie's life.
(Criminal#5 - BTS) - Leo slew Seymour and used his hotel key to locate and slay Delron, rescue Angie and deliver her to his associate Gnarly, owner and bartender at the Undertow bar. Leo then located Jeff, put the heroin briefcase in his car with a note that they should call it even and walk away. Leo then covertly followed Jeff to Roy-L.T's base, after which Leo set his Humvee on fire and then slipped past the guards after they rushed to save their boss' vehicle.
(Criminal#5) - Roy-L.T. was pleasantly surprised
that Jeff had come through, and when he asked about Delron, Jeff -- who
had had to check in with his own police superiors -- told him that he was
probably either selling the girl to the Russians or being a complete
pervert. When Roy-L.T. prepared to get the uncut heroin to his girls and
get some return on his investment, Jeff asked for some money so he could
disappear himself to avoid internal affairs. Blaming Jeff for having
caused the problem in the first place, he decided to disappear him
himself. 
However, Leo, wanting vengeance and unwilling to just
let the two men kill themselves, then shot and apparently killed Roy-L.T.
and his men, and then eventually slew Jeff as well, although he took
several shots himself.

imprint.
In case it's not clear, Roy-L.T. is
a play on the word royalty.
The Criminal series (and pretty
much anything written by Ed Brubaker) is very well-written and
interesting, and there's a lot of details, side plots and great
characterization. This profile focuses on Roy-L.T., and so a lot is left
out. Read the series for the whole story.
The story was also mature-themed with nudity,
profanity, etc. I kept this profile pretty clean relative to how Roy-L.T.
spoke, with just minor profanity seen in one of his best face images.
What reality...?
The 2006 series could have taken place at the time of publication and it's already past the point of starting before FF#1, so the lack of super heroes could just be because there weren't as many around then.
Obviously the creator-owned aspect argues somewhat against it being -616, and the crossover into Image is even more convincing that it should be its own reality.
However, there is nothing to rule out the events of the Icon stories, at least, as having occurred on Earth-616, and I don't want to contribute to exclusion by providing an alternate reality designation.
Brubaker
and Phillips continued the Criminal under Image Comics after departing
Marvel/Icon, but the reality (or, at least, the Icon issues) is still
under the Marvel Megaverse.
