Powers/Abilities: Half of Rigger's face was replaced with cybernetics, including his left eye, and his brain was computer enhanced. He was equipped with electronic countermeasures to hide him and those around him from various sensors, including radar, sonar and electronic detection devices. Inversely, he was equipped with radar, sonar and electronics detection devices of his own, as well as being able to tap into radio waves and trace communications and signals. He could project a forcefield, and his intellect had been enhanced; already above average for a child of his age, he became a genius, especially in the realms of technology, making him an expert in comprehending, designing, building and repairing advanced tech. He built rifles designed to swiftly incapacitate other cyborgs, and more lethal weapons that could fry their circuits permanently.

Adventure: "Stygian Knight" (fb) - BTS) - Just about to enter
his teens, Ramone Webber was a member of the Lower East Side of
Manhattan's branch of the City Scouts, an organization similar to the
Boy Scouts but specifically targeted at appealing to inner city youths
and teaching them to appreciate the cities they lived in via visits to
zoos, museums, parks, sporting events, hospitals, cathedrals, police,
fire stations and other places of interest. In this vein Ramone was one
of thirty scouts who was invited to visit a fund-raising ceremony
arranged by the mayor that was being held at Ryker's Island prison,
which for the youths was intended to give them insight about life inside
prison. Unfortunately the extradimensional villain Stygorr had made his
way to Earth with Annihilus' stolen Cosmic Control Rod, and was now
intent on transporting the entire planet Earth into the Negative Zone;
as a first step in this plan, Stygorr raised a forcefield around the
prison, inside of which time was accelerated so that a minute outside
was a month within, and began capturing those inside and converting them
into cyborg soldiers under his command. Though many of the City Scouts
evaded capture, Ramone was not so lucky, and underwent partial
cybernization before the other Scouts managed to rescue him. Though much
of his original personality had been wiped or suppressed, he retained
enough to join the Scout's newly formed resistance movement, using his
ability to tap into Cyborg communications to keep tabs on enemy
movements and forewarn the resistance of Cyborg attack squads trying to
capture them. He also proved capable of constructing weapons from stolen
technology, outfitting the resistance with "Cybo-Stunner" rifles,
earning himself the nickname Rigger. He secretly worked on a device to
seize control of the Cyborgs from Stygorr, keeping the information from
the other Scouts as he believed it would probably fail to work.

Heroes MSL4 Adventure: "Stygian Knight") - Alerted to the
crisis the Fantastic Four were on the scene within minutes, but when
they breached Stygorr's dome they learned months had passed within.
Encountering Rigger and the Scout's leader Fiona Dunbar the heroes
learned what had happened and confronted Stygorr just as he had finished
his device to transport Earth into the Negative Zone. While the
Fantastic Four battled the villain, Rigger used his Cyborg control
device; despite his past doubts, it worked, and Rigger had the Cyborgs
aid the heroes against their former master. Stygorr was defeated and
Reed Richards managed to deactivate Stygorr's device, which had the
unexpected side effect of not only transporting Stygorr and his captive
Annihilus back to the Negative Zone, but also rewound time within
Rykers, restoring all the Cyborgs, presumably including Rigger, back to
humanity, with no more memory of events than a vague sense of deja vu
(and so presumably splitting the timeline where Ramone became Rigger off
into a new reality, Earth-91588).

The text states that Rigger wears a black
jumpsuit like the other cyborgs, with a number of pockets for equipment,
but the art depicts him in fairly normal clothing (and shows the other
cyborgs to look like jumpsuit-less Robocops with even less human flesh
visible than said cyborg policeman.
This profile was completed on 08/13/2026, but its publication was delayed as it was intended for the Appendix 25th anniversary's celebratory event to represent TSR's Marvel Super Heroes RPG.
