He was willing to experiment on subjects with fatal consequences, as well as to lie and manipulate others.

History:

(Weapon Plus: World War IV#1 (fb) - BTS) - Plimpton worked as a Department of Defense official.

(Weapon Plus: World War IV#1 (fb) - BTS) - After leaving the DoD, Plimpton became affiliated with the paramilitary organization known as Blackgrass. Operating out of a facility in the Alabama Wetlands, Plimpton utilized Ted Sallis' research (presumably from Project Gladiator (associated with Weapon Plus' Weapon Four), within which he created the SO-2 formula that transformed him into the Man-Thing), seeking to create a super-soldier. Each of an unidentified number of test subjects died from Plimpton's serum.

(Weapon Plus: World War IV#1 (fb) - BTS) - When investigative reporter Jackson Strode sneaked into Plimpton's facility to follow a lead about toxic runoff and disposal from the lab causing deformities in the flora and fauna of the surrounding area. Blackgrass agents captured Strode, and Plimpton used him as his next test subject. Unlike the other test subjects, Strode survived, transformed into a Man-Thing like warrior, retaining his intelligence and able to morph his body.

Via a promise of curing Strode, Plimpton used him in various unspecified missions.

(Weapon Plus: World War IV#1 (fb) - BTS) <One week before the main story> - A dome of fog appeared in Washington's Olympic Peninsula, centered on the town of Hemlock Haven. The perimeter began to spread, sometimes by inches, sometimes by a few feet, and within the dome, all communications -- radio, phone & e-mail -- had gone dark. Research and rescue teams were sent to investigate, but no one who went in came out alive.

(Weapon Plus: World War IV#1 (fb) - BTS) - Plimpton sent Strode into a Russian base to kill General Turgenov and his people who were involved in unrevealed activities.

(Weapon Plus: World War IV#1) - Plimpton was present in the helicopter that arrived to pick up Strode. When Strode stated that he had done what Plimpton wanted, and so he wanted the antidote to his condition. Plimpton assured him that he would, but that another mission had come up that required his particular skill set. Frustrated with Plimpton "moving the goalposts" on him, Strode threatened strode to give him the antidote, but Plimpton reminded him that if he killed him, he would be stuck in this form forever. Plimpton then showed him the mission details, which included rescuing Jackson's brother, Phillip Strode, who was within the dome in the Olympic Peninsula.

(Weapon Plus: World War IV#1 - BTS) - Jackson entered the dome and found the fauna transformed into immobile plant-creatures. After slaying a number of transformed military agents, Jackson determined that Hemlock Haven was now a biome that has resulted from Phillip's experiments with fungal elements and their social web; Phillip had been merged with the mycelium network but that his body and mind had been consumed by a larger intelligence. Determining that his brother was beyond saving and that there was no cure, Jackson slew him.

(Weapon Plus: World War IV#1) - Jackson Strode met with Plimpton outside of the dispersing dome and told him that the area was clean and that the threat had been neutralized. Plimpton reminded him that he was supposed to have brought him Phillip, but Jackson acknowledged that Plimpton would have used him and turned him into another weapon in his arsenal.

Plimpton warned that he wouldn't get the antidote with such behavior, but Jackson concluded that he had realized that there was no cure. Despite Plimpton's warning that he didn't know who he was dealing with, Strode decapitated him, telling him that he was no longer Jackson Strode, but rather something else.
